{"id":18827,"date":"2024-07-10T14:51:58","date_gmt":"2024-07-10T21:51:58","guid":{"rendered":"https:\/\/calcanstaging.kinsta.cloud\/?p=18827"},"modified":"2026-06-22T18:56:55","modified_gmt":"2026-06-23T01:56:55","slug":"california-climate-bond-proposition-4","status":"publish","type":"post","link":"https:\/\/calclimateag.org\/mx\/california-climate-bond-proposition-4\/","title":{"rendered":"Climate-Smart Agriculture &#038; Food System Investments Secured in Proposition 4 Climate Bond"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Amidst an extreme heat wave and a growing number of active wildfires, a bipartisan supermajority of California legislators passed a historic <\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240SB867\"><span style=\"font-weight: 400;\">$10 billion Climate Resilience Bond<\/span><\/a><span style=\"font-weight: 400;\"> on July 3, clearing the way for it to be included on the <\/span><a href=\"https:\/\/www.sos.ca.gov\/elections\/ballot-measures\/qualified-ballot-measures\"><span style=\"font-weight: 400;\">November ballot as Proposition 4<\/span><\/a><span style=\"font-weight: 400;\">. If approved by a majority of voters in November, Proposition 4 will catalyze a wide range of investments to make rural and agricultural communities safer and more resilient to wildfires, floods, droughts, and extreme heat.<\/span><\/p>\n<h2>Breakdown of Agricultural Investments<\/h2>\n<p><span style=\"font-weight: 400;\">Excitingly, Proposition 4 would make unprecedented investments in climate-resilient sustainable agriculture, local food system infrastructure, and farmworker health and well-being. Here is how those investments break down:<\/span><\/p>\n<h3><strong>$385 million for climate resilient, sustainable agriculture, including:<\/strong><\/h3>\n<ul>\n<li><span style=\"font-weight: 400;\">$65 million for the <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/healthysoils\/\"><span style=\"font-weight: 400;\">Healthy Soils Program<\/span><\/a><\/li>\n<li><span style=\"font-weight: 400;\">$40 million for the <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/sweep\/\"><span style=\"font-weight: 400;\">State Water Efficiency &amp; Enhancement Program<\/span><\/a><span style=\"font-weight: 400;\"> (SWEEP)<\/span><\/li>\n<li><span style=\"font-weight: 400;\">$15 million for the <\/span><a href=\"https:\/\/www.conservation.ca.gov\/dlrp\/grant-programs\/cfcp#:~:text=CFCP%20was%20created%20by%20the,hinder%20or%20curtail%20such%20operations\"><span style=\"font-weight: 400;\">California Farmland Conservancy Program<\/span><\/a><\/li>\n<li><span style=\"font-weight: 400;\">$200 million for the <\/span><a href=\"https:\/\/www.conservation.ca.gov\/dlrp\/grant-programs\/Pages\/Multibenefit-Land-Repurposing-Program.aspx\"><span style=\"font-weight: 400;\">Multi-benefit Land Repurposing Program<\/span><\/a><\/li>\n<li><span style=\"font-weight: 400;\">$30 million for a new program to protect farmland and improve land access and tenure for beginning and historically underserved farmers<\/span><\/li>\n<li><span style=\"font-weight: 400;\">$20 million for projects to manage invasive species<\/span><\/li>\n<li><span style=\"font-weight: 400;\">$15 million for research farms at Agricultural Experiment Stations<\/span><\/li>\n<\/ul>\n<h3><strong>$90 million for local food system infrastructure and healthy food access, including:<\/strong><\/h3>\n<ul>\n<li><span style=\"font-weight: 400;\">$15 million for farmer equipment-sharing programs and cooperatives, modeled on a CalCAN-sponsored bill (<\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB2313\"><span style=\"font-weight: 400;\">AB 2313, Bennett<\/span><\/a><span style=\"font-weight: 400;\">)<\/span><\/li>\n<li><span style=\"font-weight: 400;\">$20 million for year-round farmers market infrastructure<\/span><\/li>\n<li><span style=\"font-weight: 400;\">$15 million for Tribes to grow, produce, procure, and distribute foods that reflect Indigenous culture and traditions<\/span><\/li>\n<li><span style=\"font-weight: 400;\">$20 million for urban agriculture<\/span><\/li>\n<li><span style=\"font-weight: 400;\">$20 million for mobile markets<\/span><\/li>\n<\/ul>\n<h3><strong>$635 million for farmworker health and well-being, including:<\/strong><\/h3>\n<ul>\n<li><span style=\"font-weight: 400;\">$610 million for infrastructure to improve water quality or provide clean, safe, and reliable drinking water<\/span><\/li>\n<li><span style=\"font-weight: 400;\">$10 million for farmworker housing under the <\/span><a href=\"https:\/\/www.csd.ca.gov\/Pages\/Farmworker-Housing-Component.aspx\"><span style=\"font-weight: 400;\">Low-Income Weatherization Program<\/span><\/a><\/li>\n<li><span style=\"font-weight: 400;\">$15 million for the <\/span><a href=\"https:\/\/www.caclimateinvestments.ca.gov\/agriculture-worker-vanpools-san-joaquin\"><span style=\"font-weight: 400;\">Farmworker Vanpool Program<\/span><\/a><\/li>\n<\/ul>\n<h2><strong>A Multi-Year Effort in the Making<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">The depth and breadth of the food system investments in Proposition 4 is the direct result of a multi-year campaign by the <\/span><span style=\"font-weight: 400;\">Food and Farm Resilience Coalition<\/span><span style=\"font-weight: 400;\">, of which CalCAN is a founding member, and the tireless advocacy of our legislative champions Assemblymember Lori Wilson and Speaker Robert Rivas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Our coalition of 17 agricultural, environmental, farmworker, public health, and food security organizations came together in 2020 in response to the unprecedented supply chain disruptions and health inequities caused by the pandemic, wildfires, and drought-to-flood whiplash. The coalition made the case for funding to rebuild a more equitable and resilient food and farming system, and sponsored two bond proposals over the past four years:<\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202120220AB125)\"> <span style=\"font-weight: 400;\">AB 125<\/span><\/a><span style=\"font-weight: 400;\"> (Rivas) and<\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB408\"> <span style=\"font-weight: 400;\">AB 408<\/span><\/a><span style=\"font-weight: 400;\"> (Wilson). Those proposals garnered the support of over 130 organizations and a dozen legislative co-authors. <em><strong>This sustained campaign significantly influenced bond negotiations and resulted in over $1 billion of the coalition\u2019s priorities being reflected in Proposition 4.<\/strong><\/em><\/span><\/p>\n<div class=\"mceTemp\"><\/div>\n<figure id=\"attachment_18642\" aria-describedby=\"caption-attachment-18642\" style=\"width: 468px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-18642\" src=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/IMG_3971.jpeg?resize=468%2C351&#038;ssl=1\" alt=\"Food and Farm Resilience Coalition members advocating at the Capitol.\" width=\"468\" height=\"351\" srcset=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/IMG_3971-scaled.jpeg?resize=300%2C225&amp;ssl=1 300w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/IMG_3971-scaled.jpeg?resize=1024%2C768&amp;ssl=1 1024w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/IMG_3971-scaled.jpeg?resize=768%2C576&amp;ssl=1 768w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/IMG_3971-scaled.jpeg?resize=1536%2C1152&amp;ssl=1 1536w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/IMG_3971-scaled.jpeg?w=2048&amp;ssl=1 2048w\" sizes=\"auto, (max-width: 468px) 100vw, 468px\" \/><figcaption id=\"caption-attachment-18642\" class=\"wp-caption-text\"><em>Food and Farm Resilience Coalition members advocating at the Capitol earlier this year.<\/em><\/figcaption><\/figure>\n<h2><strong>Additional Resilience Investments<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">In addition to the investments outlined above, Proposition 4 also includes the following wildfire, flood, and drought resilience investments, many of which will directly benefit farmers, ranchers, and rural communities:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$1.5 billion for <strong>wildfire and forest resilience infrastructure and programs<\/strong>, including $185 million for the Regional Forest and Fire Capacity Program and $185 million for the Local Fire Prevention Grants Program<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$550 million for <strong>flood resilience infrastructure and programs<\/strong> to both improve flood safety and restore ecosystem functions<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$386 million for <strong>groundwater recharge infrastructure<\/strong><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$386 million for <strong>water recycling infrastructure\u00a0<\/strong><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$75 million for <strong>water storage infrastructure<\/strong><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$75 million for <strong>water conservation in agricultural and urban areas<\/strong><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$75 million for <strong>regional conveyance infrastructure projects and repairs<\/strong><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$40 million for <strong>fairground upgrades<\/strong> to serve as community, staging, and evacuation centers during disasters<\/span><\/li>\n<\/ul>\n<h2><strong>The Need for Proposition 4<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Given California\u2019s budget deficit and the lack of resources in the <\/span><a href=\"https:\/\/calclimateag.org\/mx\/climate-bond-for-agriculture\/\"><span style=\"font-weight: 400;\">Governor\u2019s 24-25 budget<\/span><\/a><span style=\"font-weight: 400;\">, Proposition 4 is likely the only source of funding for several of the popular programs and much-needed infrastructure investments described above.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">CalCAN and the Food and Farm Resilience Coalition will actively educate voters in the coming months about the critical need for this bond measure.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Here are the perspectives on the climate bond from three of the coalition\u2019s members:<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">&#8220;Fires, droughts, and floods continue to increase food prices and threaten the livelihoods of farmers and farmworkers. This November, voters can act by voting to approve the climate bond to make our food and farm system more resilient. California\u2019s family farmers and farmworkers are worth the investment.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2014 <strong>Brian Shobe, Policy Director, CalCAN<\/strong><\/span><\/p><\/blockquote>\n<blockquote><p><span style=\"font-weight: 400;\">&#8220;The same week the Climate Bond was printed, extreme heat alerts hit the Central and Imperial Valleys, where many farmworkers labor in 100-degree heat. While labor laws protect them outdoors, who helps them cool down at home? <\/span><span style=\"font-weight: 400;\">Investments in energy-efficient programs for farmworkers, like the ones included in the bond, are instrumental to guarantee energy equity and resiliency for those more heavily impacted by extreme heat<\/span><span style=\"font-weight: 400;\">.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2014 <strong>Nayamin Martinez, Director, Central California Environmental Justice Network.<\/strong><\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWith climate change exposing the fragility of our state&#8217;s agricultural supply chain, the time is now to build the infrastructure that small farmers need to provide healthy and nutritious food throughout our state.
