{"id":93,"date":"2018-09-10T19:19:50","date_gmt":"2018-09-10T19:19:50","guid":{"rendered":"https:\/\/calcanstaging.kinsta.cloud\/?page_id=93"},"modified":"2026-07-18T09:53:20","modified_gmt":"2026-07-18T16:53:20","slug":"waterstewardship","status":"publish","type":"page","link":"https:\/\/calclimateag.org\/mx\/waterstewardship\/","title":{"rendered":"Water Stewardship"},"content":{"rendered":"<h2 class=\"wp-block-heading\"><span style=\"font-weight: 400;\">California&#8217;s farmers who produce our food are especially vulnerable to the state\u2019s increasing water insecurity.<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cprecipitation whiplash\u201d the state experienced in recent years is a phenomenon that climate scientists anticipate will increase in frequency and severity in the decades to come. One recent academic literature review by six UC researchers found that by the end of the century, California can expect a 50 percent increase in the number of severe droughts, a 50 percent increase in the number of severe flooding events, and a potential 65 percent loss in snowpack (Pathak et al., 2018). Good water stewardship is key to the long-term sustainability of California&#8217;s vibrant agricultural production and communities.&nbsp; &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other benefits that can come with conserving water include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Lower water and energy bills for farmers<\/li>\n\n\n\n<li>Reduced agricultural use of scarce water supplies<\/li>\n\n\n\n<li>Improved air quality from more efficient and solar-powered irrigation pumps<\/li>\n\n\n\n<li>Reduced N2O emissions from more precise water application<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">New policies passed in the past eight years have laid the groundwork for long-overdue groundwater management, nitrate pollution reduction, and investments in on-farm water use efficiency. <\/p>\n\n\n\r\n<div class=\"pull_out_quote_main\" id=\"calcan-secondary-button-block_b626db43e0287aad4290c7dd4ef47335\">\r\n    <div class=\"pull_out_quote_icon\">\r\n        <img decoding=\"async\" src=\"https:\/\/calclimateag.org\/wp-content\/themes\/CalClimateag\/assets\/images\/quote-icon.svg\" alt=\"quote_icon\">\r\n    <\/div>\r\n    <div class=\"pull_out_quote\">\r\n                    <p>\u201cConserving water is not rocket science, but there is a learning curve. SWEEP supports producers in taking risks to learn new methods.\u201d<\/p>\r\n                                <div class=\"bio_author\">\r\n                <p>&#8211; \r\n                                            <b>Rich Collins,<\/b>\r\n                        Collins Farm, Dixon, CA                <\/p>\r\n            <\/div>\r\n                <\/div>\r\n<\/div>\r\n\r\n\n\n\n<h3 class=\"wp-block-heading\">State Water Efficiency and Enhancement Program&nbsp;(SWEEP)<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In 2014, under an emergency drought declaration, Governor Brown authorized a new program called the State Water Efficiency and Enhancement Program(SWEEP). The program\u2019s funding comes from the state\u2019s cap-and-trade and bond revenue and is used to make grants to farmers and ranchers for practices that reduce both water and energy use.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coordinated by the California Department of Food and Agriculture (CDFA), SWEEP provides cost-share grants to growers to install more efficient irrigation systems, including subsurface drip irrigation, solar-powered pumps, and remote soil moisture monitoring equipment. Not surprisingly, the program has been very popular with farmers\u2014during the first six grant rounds, almost three times more applications were received than were funded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eligible projects include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Implementing micro-irrigation or drip systems<\/li>\n\n\n\n<li>Conversion of a fossil fuel (e.g. diesel) pumps to solar, wind, electric, or natural gas energy<\/li>\n\n\n\n<li>Low pressure irrigation systems<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Read <\/span><a href=\"https:\/\/calclimateag.org\/mx\/solutions\/sweep\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">more information on SWEEP<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Related Programs<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Sustainable Groundwater Management Act &#8211; <\/strong>In 2014, the legislature passed the Sustainable Groundwater Management Act (SGMA), a package of bills requiring local governments to monitor and regulate groundwater usage. Since then, many local groundwater sustainability agencies have formed and are in the process of developing groundwater sustainability plans.&nbsp;<a href=\"https:\/\/water.ca.gov\/Programs\/Groundwater-Management\/SGMA-Groundwater-Management\" target=\"_blank\" rel=\"noopener\">Learn more about SGMA<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Irrigated Lands Regulatory Program (ILRP) &#8211; <\/strong>ILRP was established in 2012 to prevent further contamination of surface and groundwater through grower education, required nutrient management planning and reporting. <a href=\"https:\/\/www.waterboards.ca.gov\/water_issues\/programs\/agriculture\/\" target=\"_blank\" rel=\"noopener\">Learn more about ILRP<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Bond Measures<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2014, voters approved Proposition 1, a $7.5 billion bond that included funding for on-farm water conservation that CalCAN advocated for in the bond. <a href=\"https:\/\/calclimateag.org\/mx\/water-bond-funds-to-support-irrigation-training-soil-water-demonstrations-and-sweep-technical-assistance\/\" target=\"_blank\" rel=\"noopener\">$30 million in grants<\/a> were made in 2016 by the Department of Water Resources for a range of training, technical assistance, and demonstration projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2018 , Proposition 68 was passed by voters, authorizing a $4.1 billion natural resources bond. &nbsp;<a href=\"https:\/\/calclimateag.org\/mx\/?s=proposition+68\" target=\"_blank\" rel=\"noopener\">Included in the bond<\/a> and supported by CalCAN was one-time funding for SWEEP of $20 million, $10 million for the Healthy Soils Program and $20 million for the Farmland Conservancy Program.<\/p>\n\n\n\r\n<div class=\"blog_faq_section calcan_blog_faq_section\" id=\"calcan-blog-faq-section-block_85c5966fe66024435184bbe8e02d6706\">\r\n            <div class=\"blog_faq_title_block\">\r\n            <h3>Water Stewardship Bill History<\/h3>\r\n        <\/div>\r\n                <div class=\"site-desc\">\r\n            <p>CalCAN sponsored or played a lead role in the following related bills that passed and were signed into law.<\/p>\n        <\/div>\r\n        \r\n        <div class=\"blog_faq_outer calcan_blog_accordion\">\r\n                                    <div class=\"blog_faq_block\">\r\n                            <div class=\"blog_faq_header\"><p>AB 1532 (2012)<\/p>\r\n                                <div class=\"blog_faq_arrow\"><img decoding=\"async\" src=\"https:\/\/calclimateag.org\/wp-content\/themes\/CalClimateag\/assets\/images\/angle_down.svg\" alt=\"\"><\/div>\r\n                            <\/div>\r\n                            <div class=\"blog_faq_inner_block\">\r\n                                <div class=\"site-desc\">\r\n                                    <p><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=201120120AB1532\" target=\"_blank\" rel=\"noopener\">AB 1532<\/a> (2012) \u2014 Introduced by Speaker John Perez, the bill includes sustainable agriculture as an eligible funding area for cap and trade investment.
