The meeting included an update on a recent audit of the State Water Efficiency and Enhancement Program (SWEEP) and the first round of applications for the Healthy Soils Program. CDFA will be considering new practices to include in the Healthy Soils Program. More on the meeting, including future work of the advisory group, below.<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/efasap\/docs\/Binder-EFASAP-Meeting-10262017.pdf\" target=\"_blank\" rel=\"noopener\">Check out the complete CDFA Powerpoint Presentations<\/a><\/p>\n<h3><strong><u>SWEEP Project Audit Results Show Higher Than Expected Water Savings<\/u><\/strong><\/h3>\n<p>Since 2014, the state of California has invested nearly $67 million in SWEEP.\u00a0 The Climate Smart Ag program funds on-farm irrigation management improvements to save water and energy while reducing greenhouse gas emissions. This highly popular program has funded nearly 600 projects throughout the state.<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/calclimateag.org\/es\/sweep\/\" target=\"_blank\" rel=\"noopener\">Read more about the program, including our 2016 SWEEP Progress Report<\/a><\/p>\n<p>CDFA is required to randomly audit 10% of all SWEEP projects for their actual greenhouse gas (GHG) reductions and water savings. Additional audits are forthcoming, which may shed more light on why the original water savings estimates were so low. See the analysis <a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/efasap\/docs\/Binder-EFASAP-Meeting-10262017.pdf\">here\u00a0(starting on page 11)<\/a>.<\/p>\n<h3><strong><u>Healthy Soils Application Data Released<\/u><\/strong><\/h3>\n<p>The application period for the first round of the Healthy Soils program closed on Sep. 19<sup>th<\/sup>. The Healthy Soils Program funds two types of projects: Incentives projects, which pay farmers fixed rates (per acre) for adopting new healthy soils practices, and Demonstration projects, which go a step further than the Incentives by requiring on-farm education and in some cases GHG research.<\/p>\n<h4><em><u>Incentives Project Applications<\/u><\/em><\/h4>\n<p>CDFA received 190 applications for incentives projects requesting a total of $2.84 million. We appreciate CDFA for quickly collecting feedback from those promoting the program on-the-ground and for promising to use the time between now and the next round to address some of these challenges with the program.<\/p>\n<p><u>Note:<\/u>\u00a0Healthy Soils Program awards are expected to be announced in early December.<\/p>\n<h3><strong><u>CDFA to Accept Proposals for Additional Healthy Soils Practices<\/u><\/strong><\/h3>\n<p>CDFA also announced at the EFA SAP meeting that they plan to release a solicitation for proposals for new Healthy Soils Program management practices any day now. We will publish a separate blogpost on that topic as soon as the solicitation is released and we know more details about the process.<\/p>\n<h3><strong><u>EFA SAP Discusses Future Priorities<\/u><\/strong><\/h3>\n<p>Lastly, the EFA SAP took time at the end of the meeting to discuss the Panel\u2019s priority issue areas for 2018. Issue areas proposed included:<\/p>\n<ol>\n<li>research on opportunities to restore wetlands or other wildlife habitat on lands that become fallowed as a result of future water scarcity and groundwater regulation<\/li>\n<li>research to quantify the ecosystem services (i.e. co-benefits) of agricultural working lands and specific management practices<\/li>\n<li>policies that will most effectively incentivize groundwater recharge on the most suitable croplands<\/li>\n<li>policies or programs that will best support, leverage, and integrate existing and new demonstration projects<\/li>\n<li>policies or programs that will best support climate resiliency and adaptation in agriculture<\/li>\n<\/ol>\n<p>EFA SAP members expressed the most interest in #1 above, but also broadly shared interest in the others as well.<\/p>\n<p>CDFA staff suggested there would be a process for the public to weigh in on the EFA SAP\u2019s priorities as well, but did not specify the details of that process.
