{"id":23534,"date":"2025-11-07T10:08:11","date_gmt":"2025-11-07T18:08:11","guid":{"rendered":"https:\/\/calclimateag.org\/del-sur-prescribed-grazing-tour\/"},"modified":"2026-02-25T10:02:38","modified_gmt":"2026-02-25T18:02:38","slug":"del-sur-prescribed-grazing-tour","status":"publish","type":"post","link":"https:\/\/calclimateag.org\/es\/del-sur-prescribed-grazing-tour\/","title":{"rendered":"Prescribed Grazing and Fire Risk Reduction in Del Sur"},"content":{"rendered":"<p>On October 28, CalCAN and\u00a0<a href=\"https:\/\/www.goodshepherds.earth\/\">Good Shepherds<\/a>\u00a0co-hosted a prescribed grazing tour in Del Sur, San Diego for Senator Catherine Blakespear, local fire officials, urban and regional planners, conservationists, and community members. Like many housing developments built in the wildland urban interface (WUI) in California, Del Sur has a high fire risk due to its geography and proximity to open spaces. Power lines bisect the adjacent grasslands and a dry canyon runs right through the development. Local residents are no strangers to fire; many evacuated during the 2003 Creek Fire and the 2007 Witch Fire, some of the largest and most destructive wildfires in the history of San Diego County. In recent years, the homeowners\u2019 association has partnered with the prescribed grazing outfit Good Shepherds to graze vegetation in the area to reduce wildfire risk and improve ecosystem health and fire resiliency. This project demonstrates how prescribed grazing can an effective, community-supported strategy for reducing wildfire risk in high-hazard landscapes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Benefits of Prescribed Grazing<\/h2>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"wp-block-image alignright size-large is-resized\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"768\" height=\"1024\" src=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/11\/IMG_2363-scaled-1.jpeg?resize=768%2C1024&#038;ssl=1\" alt=\"\" class=\"wp-image-23635\" style=\"width:330px;height:auto\" srcset=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/11\/IMG_2363-scaled-1.jpeg?resize=768%2C1024&amp;ssl=1 768w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/11\/IMG_2363-scaled-1.jpeg?resize=225%2C300&amp;ssl=1 225w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/11\/IMG_2363-scaled-1.jpeg?resize=1152%2C1536&amp;ssl=1 1152w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/11\/IMG_2363-scaled-1.jpeg?resize=9%2C12&amp;ssl=1 9w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/11\/IMG_2363-scaled-1.jpeg?w=1536&amp;ssl=1 1536w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/figure>\n<\/div>\n\n\n<p>Matthew Sablove, the founder of Good Shepherds Regenerative Land Management, led participants to the canyon that runs through Del Sur, where he pointed out how the subtle terracingcreated by the mixed herd of 400 sheep and goats improved water absorption and reduced erosion. Matthew discussed how ruminants increase soil health and water-holding capacity by returning organic matter to the soil. He shared how California native plants coevolved with large herbivores such as elk and bison, and how many native plant species thrive upon the nutrient cycling and appropriate level of ecological disturbance provided by herbivory. Matthew pointed to overgrown ungrazed grassland beyond the electric fence line.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cSee all of that dry grass? Someone\u2019s got to eat it, and it\u2019s either ruminants or fire.\u201d \u2013 Matthew Savlove, Good Shepherds Regenerative Land Management<\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">A Cost-Effective Solution with Community Impact<\/h2>\n\n\n\n<p>Chad Ross, the chair of the Del Sur homeowners association, said that the HOA originally opted for prescribed grazing because it cost less than having hand crews manually remove brush. He told the group, \u201cIt\u2019s not cheap, but the juice is worth the squeeze.\u201d Through years of partnership with Good Shepherds, the HOA has seen many benefits of prescribed grazing and has increased the acreage that they graze. They currently graze beyond the areas they are legally responsible for managing because \u201cfire doesn\u2019t stop at a property line, and it\u2019s the right thing to do.\u201d\u00a0<\/p>\n\n\n\n<p>Angelica, a grazier with Good Shepherds, noted that seeing the animals grazing brings a sense of peace and safety to residents. General managers from the neighboring Santa Luz community shared how Good Shepherds\u2019 community engagement and education around wildfire risk reduction encouraged homeowners to manage the defensible space around their own properties: \u201cPeople are losing their fire insurance; it\u2019s a big deal.\u201d\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Questions from Senator Blakespear<\/h2>\n\n\n\n<p>Senator Blakespear, whose district borders the Del Sur neighborhood, chairs the state\u2019s Environmental Quality Committee and serves on the budget subcommittee overseeing wildfire investments, had a number of practical questions for Good Shepherds, like:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u201cHow often do you have to move the fences?\u201d<\/li>\n\n\n\n<li>\u201cHow do you bring water out?\u201d<\/li>\n\n\n\n<li>\u201cHow do you transport the herd?\u201d<\/li>\n\n\n\n<li>\u201cIsn\u2019t that a lot of work?\u201d\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Her questions spoke to some of the structural and labor challenges prescribed graziers often face. For example: many urban and suburban areas are not yet designed, zoned, or permitted to be easily grazed; graziers often have to rely on mobile fencing and watering systems; and prescribed grazing with sheep and goats in urban and suburban areas requires skilled herders to be on-site and constantly moving fences and monitoring herds.\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Policy Progress: Making Grazing More Accessible<\/h2>\n\n\n\n<p><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"wp-block-image alignleft size-large is-resized\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"768\" height=\"1024\" src=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/11\/IMG_2365-scaled-1.jpeg?resize=768%2C1024&#038;ssl=1\" alt=\"\" class=\"wp-image-23636\" style=\"width:313px;height:auto\" srcset=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/11\/IMG_2365-scaled-1.jpeg?resize=768%2C1024&amp;ssl=1 768w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/11\/IMG_2365-scaled-1.jpeg?resize=225%2C300&amp;ssl=1 225w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/11\/IMG_2365-scaled-1.jpeg?resize=1152%2C1536&amp;ssl=1 1152w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/11\/IMG_2365-scaled-1.jpeg?resize=9%2C12&amp;ssl=1 9w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/11\/IMG_2365-scaled-1.jpeg?w=1536&amp;ssl=1 1536w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/figure>\n<\/div>\n\n\n<p>Local policymakers are starting to address some of these challenges as climate change drives increasingly frequent and destructive wildfires. In May 2025, the San Diego Board of Supervisors&nbsp;<a href=\"https:\/\/timesofsandiego.com\/politics\/2025\/05\/22\/county-supervisors-unanimously-advance-cattle-grazing-proposal\/\">unanimously passed a measure<\/a>&nbsp;intended to exempt sustainable cattle grazing from a grading and clearing ordinance and expand grazing on county-owned land.&nbsp;\u201c\u2018At one time, such requirements may have been appropriate, particularly to address the impacts of poorly managed grazing practices on the local ecosystems,\u2019 said Supervisor Jim Desmond at the Board of Supervisors meeting. \u2018However, over the past several decades, ranchers have made significant advances in sustainable land management, and many rotate grazing and maintain limited herd sizes,\u2019 which allows for grazing areas to recover, resulting in stronger and more resilient landscapes, he added.\u201d&nbsp;<\/p>\n\n\n\n<p>At the tour in Del Sur, Joel Kramer, the Director of Agricultural Programs at the Greater San Diego Resource Conservation District, shared how recent state policy is advancing prescribed grazing as a tool for fire prevention and land management.\u00a0<\/p>\n\n\n\n<p>Joel serves on the state\u2019s\u00a0<a href=\"https:\/\/bof.fire.ca.gov\/board-committees\/range-management-advisory-committee\">Comit\u00e9 Consultivo de Gesti\u00f3n de Pastizales<\/a>\u00a0(RMAC), which recently released\u00a0<a href=\"https:\/\/calfire.app.box.com\/s\/o9305v06yucisc7n0llxqrqu2ftjfuno\/file\/2010968519720\">Draft Local and Regional Grazing Guidance<\/a>\u00a0as part of the implementation of\u00a0<a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202320240sb675\">Senate Bill 675<\/a>\u00a0(Lim\u00f3n), a bill CalCAN sponsored in 2024. As part of SB 675 implementation, members of the RMAC and other rangeland and livestock experts also submitted a brief to the State Wildfire Task Force earlier this year with\u00a0<a href=\"https:\/\/www.researchgate.net\/publication\/389944250_Expanding_prescribed_grazing_for_wildfire_resilience_in_California_A_Brief_on_opportunities_and_strategies_for_strengthening_wildfire_preparedness_and_resilience_efforts?channel=doi&amp;linkId=67db9744e62c604a0df5f804&amp;showFulltext=true\">strategies and recommendations to scale up prescribed grazing for wildfire resilience<\/a>.\u00a0 Many of the recommendations in these documents echo Matthew\u2019s vision for creating \u201cgraze-ready\u201d communities by facilitating easeful mobility for ruminants across neighboring parcels with infrastructure like fencing and distributed water hookups designed with grazing in mind.\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><em>Public Comment Opportunity<\/em><\/strong><\/h3>\n\n\n\n<p>If you\u2019re interested in providing public comment on the RMAC\u2019s\u00a0<a href=\"https:\/\/calfire.app.box.com\/s\/o9305v06yucisc7n0llxqrqu2ftjfuno\/file\/2010968519720\">Draft Local and Regional Grazing Guidance<\/a>, you can find instructions in this\u00a0<a href=\"https:\/\/calfire.app.box.com\/s\/o9305v06yucisc7n0llxqrqu2ftjfuno\">Public Comment page<\/a>.
