The legislature\u2019s budget proposal did not include proposals regarding agricultural climate solutions to be funded through Proposition 4 and the Greenhouse Gas Reduction Fund (GGRF). The legislature and the Governor will continue negotiations in the next two weeks to approve a final budget before the start of the fiscal year on July 1. This means that these investments may be negotiated as part of the final forthcoming June budget, or they could be negotiated separately through a series of follow-up budget bills (known as budget bill juniors and budget trailer bills) in August and September.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The legislature\u2019s budget proposal differs from the <\/span><a href=\"https:\/\/calclimateag.org\/es\/cap-and-trade-may-revise-2025-26\/\"><span style=\"font-weight: 400;\">Governor\u2019s May Revise budget proposal<\/span><\/a><span style=\"font-weight: 400;\"> in a few ways that impact climate resilient agriculture investments, which we summarize in the table below:<\/span><\/p>\n<table style=\"height: 496px;\" width=\"823\">\n<tbody>\n<tr>\n<td><b>Key Issues<\/b><\/td>\n<td><b>Governor\u2019s May Budget Proposal<\/b><\/td>\n<td><b>Legislature\u2019s June 13 Budget Proposal<\/b><\/td>\n<\/tr>\n<tr>\n<td><b>Proposition 4 <\/b><span style=\"font-weight: 400;\">(Climate Bond)<\/span><\/td>\n<td><span style=\"font-weight: 400;\">Proposes Proposition 4 investments towards a suite of agricultural climate solutions (see list in section below).<\/span><\/td>\n<td><span style=\"font-weight: 400;\">Indicates that Proposition 4 investments will be determined in later budget bills in the summer.<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>Cap-and-Trade<\/b><\/td>\n<td><span style=\"font-weight: 400;\">Proposes extending the current Cap-and-Trade Program through 2045 via the budget process without any reforms.<\/span><\/td>\n<td><span style=\"font-weight: 400;\">Indicates that Cap-and-Trade reauthorization should be achieved through the normal policy bill process. Indicates remaining GGRF allocations will be determined in later budget bills.<\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<p><em>The following three sections provide more background and summarize CalCAN\u2019s positions on these three issues.<\/em><\/p>\n<hr \/>\n<h2><span style=\"font-weight: 400;\">Proposition 4 Food and Farm Investments in FY 25-26<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The Governor\u2019s May Revise budget proposal included <\/span><a href=\"https:\/\/calclimateag.org\/es\/california-climate-bond-proposition-4\/\"><span style=\"font-weight: 400;\">Proposition 4<\/span><\/a><span style=\"font-weight: 400;\"> investments for a number of programs CalCAN has advocated for, including the Healthy Soils Program (HSP), the State Water Efficiency and Enhancement Program (SWEEP), and a <\/span><a href=\"https:\/\/calclimateag.org\/es\/growing-excitement-across-california-for-equipment-sharing\/\"><span style=\"font-weight: 400;\">new regional equipment-sharing program<\/span><\/a><span style=\"font-weight: 400;\">. More specifically, the Governor\u2019s proposal included the following investments in FY 25-26:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$38 million for the State Water Efficiency and Enhancement Program (SWEEP)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$36 million for the Healthy Soils Program (HSP); an additional $26 million will be allocated in FY 26-27<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$200,000 to develop a new Regional Farm Equipment-Sharing Program; an additional $14 million will be allocated in FY 26-27 to implement the program<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$2 million for the California Farmland Conservancy Program (CFCP); an additional $9 million will be allocated in FY 26-27<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$12 million for the Multibenefit Land Repurposing Program (MLRP); an additional $51 million will be allocated in FY 26-27<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$19 million for Urban Agriculture Projects<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$10 million for the Certified Mobile Farmers\u2019 Market Grant Program; an additional $10 million will be allocated in FY 26-27<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$10 million for Year-Round Certified Farmers\u2019 Markets Infrastructure and Facilities; an additional $10 million will be allocated in FY 26-27<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$200,000 to develop a new Tribal Food Sovereignty Program; an additional $14 from Prop 4 will be allocated in FY 26-27 to implement the program<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$38 million for Fairground Resilience Centers<\/span><\/li>\n<\/ul>\n<p><b>CalCAN supports the Governor\u2019s proposed Prop 4 investments <\/b><span style=\"font-weight: 400;\">and urges the legislature to finalize this part of the budget as soon as possible in order to allow agencies to start distributing the funds.<\/span><\/p>\n<hr \/>\n<h2><span style=\"font-weight: 400;\">Cap-and-Trade Reauthorization: Reforms Needed to Maximize Benefits for California Farmers and Families<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The state\u2019s Cap-and-Trade Program, which requires the state\u2019s largest greenhouse gas emitting companies to purchase permits to emit greenhouse gas emissions (called \u201callowances\u201d), is currently set to expire in 2030. CalCAN supports the Legislature\u2019s call to reauthorize the <\/span><a href=\"https:\/\/ww2.arb.ca.gov\/our-work\/programs\/cap-and-trade-program\"><span style=\"font-weight: 400;\">Cap-and-Trade Program<\/span><\/a><span style=\"font-weight: 400;\"> through the normal legislative process for policy bills, which will allow more public discourse about potential reforms to the program.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">CalCAN is part of a broader coalition of over 40 organizations <\/span><a href=\"https:\/\/drive.google.com\/file\/d\/1NK64PhvrkzjMlJ-eU5AnOCs4fkrvxLR6\/view?usp=sharing\"><span style=\"font-weight: 400;\">advocating for reducing free allowances to the oil industry<\/span><\/a><span style=\"font-weight: 400;\"> in the Program and redirecting those allowances <\/span><span style=\"font-weight: 400;\">towards <\/span><a href=\"https:\/\/drive.google.com\/file\/d\/1IMWdNPj8bV_gtpriw1an5bhlddEosN8A\/view?usp=sharing\"><span style=\"font-weight: 400;\">solutions that lower costs for California farmers and families<\/span><\/a><span style=\"font-weight: 400;\">. In 2024 alone, free allowances to the oil and gas industry were estimated to be valued at over $890 million.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Unlike the electric and gas utilities, which are required to pass the value of their free allowances onto ratepayers in the form of bill credits twice a year, the oil industry is under no obligation to pass the value of those free allowances onto consumers. Meanwhile, the five largest oil companies that operate in California <\/span><a href=\"https:\/\/www.gov.ca.gov\/2023\/01\/31\/big-oil-made-record-2022-profits-while-fleecing-california-families\/\"><span style=\"font-weight: 400;\">continue to make record profits<\/span><\/a><span style=\"font-weight: 400;\"> on the order of tens of billions of dollars per year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rather than subsidizing the highly profitable, multinational fossil fuel industry,<\/span><b> our coalition asks lawmakers to invest that $1 billion per year in <\/b><a href=\"https:\/\/drive.google.com\/file\/d\/1IMWdNPj8bV_gtpriw1an5bhlddEosN8A\/view?usp=sharing\"><b>multi-benefit climate solutions in California<\/b><\/a><b>, including agricultural solutions, that directly lower energy and water costs for farmers and families and make our communities more resilient to wildfires, heat waves, droughts, and floods.\u00a0<\/b><\/p>\n<hr \/>\n<h2><span style=\"font-weight: 400;\">Greenhouse Gas Reduction Fund: Consistency is Key for Agricultural Climate Solutions<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The state\u2019s Cap-and-Trade Program generates an average of $4.2 billion per year for the state\u2019s Greenhouse Gas Reduction Fund (GGRF). Under the current Cap-and-Trade authorization, five programs are guaranteed a specific percentage of GGRF revenues annually, totalling 65% of total GGRF revenue each year, see table below.\u00a0<\/span><\/p>\n<figure id=\"attachment_19343\" aria-describedby=\"caption-attachment-19343\" style=\"width: 776px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-19343\" src=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/06\/Screenshot-2025-06-18-at-6.18.28%E2%80%AFAM.png?resize=776%2C318&#038;ssl=1\" alt=\"\" width=\"776\" height=\"318\" srcset=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/06\/Screenshot-2025-06-18-at-6.18.28%E2%80%AFAM.png?resize=300%2C123&amp;ssl=1 300w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/06\/Screenshot-2025-06-18-at-6.18.28%E2%80%AFAM.png?resize=768%2C314&amp;ssl=1 768w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/06\/Screenshot-2025-06-18-at-6.18.28%E2%80%AFAM.png?w=839&amp;ssl=1 839w\" sizes=\"auto, (max-width: 776px) 100vw, 776px\" \/><figcaption id=\"caption-attachment-19343\" class=\"wp-caption-text\"><span style=\"font-weight: 400;\">Source: Legislative Analyst\u2019s Office <\/span><a href=\"https:\/\/lao.ca.gov\/Publications\/Report\/4960\"><span style=\"font-weight: 400;\">2025-26 Budget Cap\u2013and\u2013Trade Expenditure Plan<\/span><\/a><span style=\"font-weight: 400;\">\u00a0<\/span><\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">En <\/span><a href=\"https:\/\/www.conservation.ca.gov\/dlrp\/grant-programs\/SALCP\"><span style=\"font-weight: 400;\">Sustainable Agricultural Lands Program<\/span><\/a><span style=\"font-weight: 400;\"> (SALC), which funds permanent agricultural conservation easements on at-risk farmland to limit urban sprawl, is the only agriculture program that has received a continuous appropriation as part of the umbrella Affordable Housing and Sustainable Communities (AHSC) Program. CalCAN and American Farmland Trust <\/span><a href=\"https:\/\/calclimateag.org\/wp-content\/uploads\/2025\/05\/Protect-SALC-in-GGRF-April-2025.docx.pdf\"><span style=\"font-weight: 400;\">organized a letter<\/span><\/a><span style=\"font-weight: 400;\"> among California-based land trusts calling on the legislature to protect SALC\u2019s 2% continuous appropriation<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Legislators and the Governor have historically made discretionary annual decisions about how to allocate the remainder of GGRF. The Alternative Manure Management Program (AMMP), Healthy Soils Program (HSP), and State Water Efficiency and Enhancement Program (SWEEP) have historically received funding from the discretionary portion of GGRF, but not reliably enough to meet farmer demand.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Governor\u2019s May Revise budget proposal outlined his top two investment priorities for GGRF: $1.5 billion annually for CalFire for wildfire suppression and $1 billion annually for High Speed Rail. The Governor\u2019s proposal was silent on how the remainder of GGRF revenue should be allocated.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We support the Legislature\u2019s proposal to fund CalFIRE primarily through the state\u2019s general fund, and preserve the majority of GGRF for climate solutions.<\/span><\/p>\n<p><strong>CalCAN and a coalition of food and farming organizations are continuing to advocate for a <a href=\"https:\/\/calclimateag.org\/wp-content\/uploads\/2025\/04\/15-of-GGRF-for-AgClimate-Solutions-4.21.25.pdf\">dedicated set-aside of 15% or $600 million of GGRF funding to support a suite of proven agricultural climate solutions<\/a> and programs that increase resilience and ensure food affordability.<\/strong><\/p>\n<hr \/>\n<h2><span style=\"font-weight: 400;\">What\u2019s Next in the Budget Process<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The legislature and the Governor will negotiate a budget package for FY 25-26 between now and June 30. It\u2019s possible that Proposition 4\u00a0 and GGRF investments could be negotiated as part of that overall budget deal, or they could extend into August and September.
