In March, April, and May, policy committees and advocates review those 2,500 bills and decide which to advance, amend, and block. Yesterday, the legislature started its weeklong spring recess, which gives legislators, their staff, and advocates a brief moment to regroup before entering another month of bill and budget hearings, lobbying, and negotiations.<\/span><\/p>\n<h2><b>Mid-Season Bill Update<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">CalCAN has taken positions on six bills so far this spring. These bills, if enacted, would enshrine recently developed targets for natural and working lands climate solutions in law, expand technical assistance for farmers adopting climate smart practices, support farmers in transitioning to organic systems, remove regulatory barriers to on-farm composting, and increase funding for farmland conservation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The bills below are just a handful of the nearly 100 bills CalCAN staff are tracking in some way, and CalCAN will likely take positions on a number of other bills before spring is over. If there\u2019s a bill you\u2019ve heard about that you have questions about or want us to consider engaging with, drop us a line.<\/span><\/p>\n<h3><b>Bills CalCAN Supports:<\/b><\/h3>\n<p><a href=\"http:\/\/m\"><b>AB 491<\/b><\/a><b> (Connolly) &#8211; Natural &amp; Working Lands Climate Targets<\/b><\/p>\n<p><span style=\"font-weight: 400;\">This bill, which is sponsored by Pacific Forest Trust, puts the state\u2019s nature-based climate solutions targets, which were <\/span><a href=\"https:\/\/calclimateag.org\/es\/state-sets-ambitious-targets-for-scaling-agricultural-climate-solutions-but-funding-gap-remains\/\"><span style=\"font-weight: 400;\">establecido el a\u00f1o pasado<\/span><\/a><span style=\"font-weight: 400;\"> por la administraci\u00f3n Newsom como exige <\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202120220AB1757\"><span style=\"font-weight: 400;\">AB 1757<\/span><\/a><span style=\"font-weight: 400;\"> (C. Climate Smart Ag Technical Assistance<\/b><\/p>\n<p><span style=\"font-weight: 400;\">This bill would make a number of changes to the <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oars\/technical\/producers.html\"><span style=\"font-weight: 400;\">Climate Smart Agriculture Technical Assistance Program<\/span><\/a><span style=\"font-weight: 400;\">, initially established by <\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201720180AB2377\"><span style=\"font-weight: 400;\">AB 2377<\/span><\/a><span style=\"font-weight: 400;\"> (Irwin, 2018) that have been proposed by stakeholders based on their experience with the Program over the past seven years, including the following:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Expands the definition of technical assistance and list of eligible technical assistance activities to include conservation planning, matching funds coordination, translation, access to equipment, and environmental compliance.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Clarifies that technical assistance grants can be used to provide assistance to farmers and ranchers over multiple grant application cycles (e.g. if the Healthy Soils Program, State Water Efficiency &amp; Enhancement Program, or Alternative Manure Management Program have grant solicitations multiple years in a row).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Allows the California Department of Food and Agriculture (CDFA) to support training and capacity building within technical assistance provider organizations and coordination between organizations to improve the quality, consistency, and reach of technical assistance to farmers and ranchers across the state and to help farmers and ranchers access all relevant state and federal programs.<\/span><\/li>\n<\/ul>\n<p><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202520260AB937\"><b>AB 937<\/b><\/a><b> (Connolly) &#8211; On-Farm Composting Regulations<\/b><\/p>\n<p><span style=\"font-weight: 400;\">This bill, which is co-sponsored by several advocacy and commodity groups,<\/span><span style=\"font-weight: 400;\"> removes a number of longstanding regulatory barriers to increasing the production and sale of compost on farms and ranches, including the following:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Increases the volume of on-site feedstock materials allowed from 100 to 500 cubic yards for composting operations which fall under the &#8220;excluded tier&#8221; (the lowest tier) under CalRecycle regulations (see <\/span><a href=\"https:\/\/govt.westlaw.com\/calregs\/Document\/I98CD3F0B5B4D11EC976B000D3A7C4BC3?viewType=FullText&amp;originationContext=documenttoc&amp;transitionType=CategoryPageItem&amp;contextData=(sc.Default)\"><span style=\"font-weight: 400;\">secci\u00f3n 17855 del T\u00edtulo 14 del CCR<\/span><\/a><span style=\"font-weight: 400;\">)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Makes the composting of ag materials from a &#8220;large-scale biomass management event,&#8221; including orchard\/vineyard removal and crop rotation, and the blending of those materials with manure an excluded activity under CalRecycle regulations<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Increases the volume of compost a composting operation may sell from 1,000 to 5,000 cubic yards annually while still remaining in the &#8220;excluded tier&#8221; (where applicable under section 17855) or &#8220;enforcement agency notification tier&#8221; (for composting operations on agricultural land per <\/span><a href=\"https:\/\/govt.westlaw.com\/calregs\/Document\/I98F11ABD5B4D11EC976B000D3A7C4BC3?viewType=FullText&amp;originationContext=documenttoc&amp;transitionType=CategoryPageItem&amp;contextData=(sc.Default)\"><span style=\"font-weight: 400;\">secci\u00f3n 17856(d)(1) del T\u00edtulo 14 del CCR<\/span><\/a><span style=\"font-weight: 400;\">)<\/span><\/li>\n<\/ul>\n<p><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202520260AB411\"><b>AB 411<\/b><\/a><b> (Papan) &#8211; Livestock Carcass Composting\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">This bill, which is sponsored by the California Cattlemen\u2019s Association, would authorize small-scale on-farm composting of routine livestock mortalities and butcher waste under best management practices (BMPs) adopted by CDFA in consultation with the State Water Resources Control Board and CalRecycle.<\/span><\/p>\n<hr \/>\n<h3><b>Bill CalCAN Supports \u2013 If Amended:<\/b><\/h3>\n<p><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202520260SB462\"><b>SB 462<\/b><\/a><b> (Cortese) &#8211; California Farmland Conservancy Program\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">This bill, which is sponsored by the Santa Clara Valley Open Space Authority, would require the state to allocate $20 million per year from the General Fund for the <\/span><a href=\"https:\/\/www.conservation.ca.gov\/dlrp\/grant-programs\/cfcp\"><span style=\"font-weight: 400;\">Programa de Conservaci\u00f3n de Tierras Agr\u00edcolas de California<\/span><\/a><span style=\"font-weight: 400;\"> pero excluir\u00eda permanentemente las tierras de pastoreo de este fondo. Como escribimos en nuestro <\/span><a href=\"https:\/\/calclimateag.org\/wp-content\/uploads\/2025\/04\/SB-462-Support-if-amended-AFT-and-CalCAN-4.2.2025.pdf\"><span style=\"font-weight: 400;\">carta de apoyo si se modifica<\/span><\/a><span style=\"font-weight: 400;\">,<\/span><span style=\"font-weight: 400;\"> we appreciate Senator Cortese\u2019s leadership to uplift farmland conservation by attempting to create an on-going funding source for the program and would support the bill if amended to remove the exclusion of grazing lands.\u00a0<\/span><\/p>\n<hr \/>\n<p><span style=\"font-weight: 400;\">Earlier this year on our blog, we wrote about:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">the <\/span><a href=\"https:\/\/calclimateag.org\/es\/proposed-fy25-26-budget-relies-on-prop-4-funding\/\"><span style=\"font-weight: 400;\">Governor\u2019s proposed FY 25-26 budget<\/span><\/a><span style=\"font-weight: 400;\"> and the critical role Proposition 4 is playing in funding a number of programs, including the <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oars\/healthysoils\/\"><span style=\"font-weight: 400;\">Programa de suelos sanos<\/span><\/a><span style=\"font-weight: 400;\"> y <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oars\/sweep\/\"><span style=\"font-weight: 400;\">SWEEP<\/span><\/a><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">the <\/span><a href=\"https:\/\/calclimateag.org\/es\/cap-and-trade-reauthorization-california-agriculture\/\"><span style=\"font-weight: 400;\">legislature\u2019s early discussions<\/span><\/a><span style=\"font-weight: 400;\"> on reauthorizing the Cap-and-Trade Program and reallocating the resulting revenue\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">nuestra <\/span><a href=\"https:\/\/calclimateag.org\/es\/climate-agriculture-lobby-day-2025\/\"><span style=\"font-weight: 400;\">lobby day<\/span><\/a><span style=\"font-weight: 400;\"> to support our campaign to secure 15% of the state\u2019s Greenhouse Gas Reduction Fund (GGRF) for a portfolio of agricultural climate solutions<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">We have a few updates on those topics.\u00a0<\/span><\/p>\n<h3><b>AMMP Funding:\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">First, CalCAN submitted a <\/span><a href=\"https:\/\/calclimateag.org\/wp-content\/uploads\/2025\/04\/FY-25-26-CalCAN-Budget-Ask-Letter.pdf\"><span style=\"font-weight: 400;\">budget letter to the legislature<\/span><\/a><span style=\"font-weight: 400;\"> supporting the administration\u2019s proposed Proposition 4 expenditure plan and calling for the legislature to increase funding for the <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oars\/AMMP\/\"><span style=\"font-weight: 400;\">Programa alternativo de gesti\u00f3n del esti\u00e9rcol<\/span><\/a><span style=\"font-weight: 400;\"> (AMMP) from $7 million to $50 million in FY 25-26, citing four arguments:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reducing dairy methane is critical to achieving climate targets and climate resilience\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">AMMP is one of GGRF\u2019s most cost-effective programs and a preliminary analysis shows that the cost-effectiveness is higher than previously estimated\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">AMMP projects produce compost needed to reduce reliance on fossil fuel-based fertilizers<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">AMMP is oversubscribed and is the primary source of funding for methane-reducing technologies on small and mid-scale dairies\u00a0<\/span><\/li>\n<\/ul>\n<h3><b>GGRF Campaign:<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">We also <\/span><a href=\"https:\/\/calclimateag.org\/wp-content\/uploads\/2025\/04\/15-of-GGRF-for-AgClimate-Solutions-Google-Docs.pdf\"><span style=\"font-weight: 400;\">submitted a letter on behalf of a growing coalition<\/span><\/a><span style=\"font-weight: 400;\"> of agricultural and food system organizations to legislators leading Cap-and-Trade negotiations to make the case for investing 15% of the state\u2019s Greenhouse Gas Reduction Fund (GGRF) in a portfolio of agricultural climate solutions.
