The proposed budget includes funding from <\/span><a href=\"https:\/\/calclimateag.org\/california-climate-bond-proposition-4\/\"><span style=\"font-weight: 400;\">Proposition 4<\/span><\/a><span style=\"font-weight: 400;\"> (a wildfire, water, and climate-focused bond measure approved by voters in November) for a number of programs CalCAN has advocated for, including the Healthy Soils Program (HSP) and the State Water Efficiency and Enhancement Program (SWEEP). The budget also includes funding to develop a new regional equipment-sharing program, inspired by legislation (AB 2313) authored by Assemblymember Steve Bennett and sponsored by CalCAN.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Disappointingly, the proposed budget does not include funding for the Alternative Manure Management Program (AMMP) or Organic Transition Pilot Program, both CalCAN priorities. CalCAN will advocate for restoring funding to these programs through the budget process and cap-and-trade reauthorization process this year (more on the latter below).<\/span><\/p>\n<h2><b>Budget Outlook: Balanced Budget for FY 25-26 but Projected Deficits in Years Ahead<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Overall, the current budget outlook for fiscal year (FY) 25-26 is balanced with a small surplus of $363 million, thanks to proactive, multi-year fiscal decisions made by the legislature and Governor in 2024 and higher than projected income tax revenues driven by the recent stock market rally. This is a welcome change after the past two years of <\/span><a href=\"https:\/\/calclimateag.org\/climate-smart-agriculture-program-funding-remains-despite-governors-other-sustainable-agriculture-budget-cuts\/\"><span style=\"font-weight: 400;\">severe budget deficits<\/span><\/a><span style=\"font-weight: 400;\">. Still, the Newsom administration and independent <\/span><a href=\"https:\/\/lao.ca.gov\/Publications\/Report\/4939\"><span style=\"font-weight: 400;\">legislative analyst\u2019s office<\/span><\/a><span style=\"font-weight: 400;\"> are urging caution about new spending due to projected budget deficits in the next few years and uncertainty related to the fiscal impact of the incoming federal administration\u2019s policies (e.g., tariffs and trade wars, changes to social safety net programs such as Medicare, withholding wildfire disaster aid, etc.). Moreover, state agencies are still enacting across-the-board eight percent budget cuts as a result of last year\u2019s deficit budget.<\/span><\/p>\n<p><b><i>Given this context, the budget proposes no new general fund investments for programs CalCAN has historically advocated for.<\/i><\/b><\/p>\n<h2><b>Proposition 4 Bond Measure: The Main Source of Food and Farm Investments<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Instead, the Governor proposes using expected revenue from Proposition 4 to fund a number of programs.\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Programs Proposed to Receive Prop 4 Funding in FY 25-26:<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Specifically, the budget proposal allocates the following funds in FY 25-26, all of which CalCAN advocated for through our <\/span><a href=\"https:\/\/calclimateag.org\/california-climate-bond-proposition-4\/\"><span style=\"font-weight: 400;\">campaign with the Food and Farm Resilience Coalition<\/span><\/a><span style=\"font-weight: 400;\"> over the past four years:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$38 million for the <\/span><b>State Water Efficiency and Enhancement Program (SWEEP)<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$36 million for the <\/span><b>Healthy Soils Program (HSP)<\/b><span style=\"font-weight: 400;\">; an additional $26 million will be allocated in FY 26-27<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$200,000 to develop a new <\/span><b>Regional Farm Equipment-Sharing Program<\/b><span style=\"font-weight: 400;\">; an additional $14 million will be allocated in FY 26-27 to implement the program<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$2 million for the<\/span><b> California Farmland Conservancy Program (CFCP)<\/b><span style=\"font-weight: 400;\">; an additional $9 million will be allocated in FY 26-27<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$12 million for the <\/span><b>Multibenefit Land Repurposing Program (MLRP)<\/b><span style=\"font-weight: 400;\">; an additional $51 million will be allocated in FY 26-27<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$19 million for <\/span><b>Urban Agriculture Projects<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$10 million for the <\/span><b>Certified Mobile Farmers\u2019 Market Grant Program<\/b><span style=\"font-weight: 400;\">; an additional $10 million will be allocated in FY 26-27<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$10 million for <\/span><b>Year-Round Certified Farmers\u2019 Markets Infrastructure and Facilities<\/b><span style=\"font-weight: 400;\">; an additional $10 million will be allocated in FY 26-27<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$200,000 to develop a new <\/span><b>Tribal Food Sovereignty Program<\/b><span style=\"font-weight: 400;\">; an additional $14 from Prop 4 will be allocated in FY 26-27 to implement the program<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">$38 million for <\/span><b>Fairground Resilience Centers<\/b><\/li>\n<\/ul>\n<p><i><span style=\"font-weight: 400;\">Programs Proposed to Receive Prop 4 Funding in Future Years:<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Some of the programs CalCAN advocated for in Proposition 4 are <\/span><span style=\"text-decoration: underline;\"><i><span style=\"font-weight: 400;\">not<\/span><\/i><\/span><span style=\"font-weight: 400;\"> slated to receive funds in the Governor\u2019s proposal until later years, including the following:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A new land access and tenure program for beginning and socially disadvantaged farmers and ranchers (eligible for $30 million from Prop 4)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The farmworker housing component of the Low-Income Weatherization Program (eligible for $10 million from Prop 4)<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">For more details on the administration\u2019s expenditure plan for Proposition 4, see the <\/span><a href=\"https:\/\/bcp.dof.ca.gov\/2526\/FY2526_ORG3480_BCP8054.pdf\"><span style=\"font-weight: 400;\">Climate Bond Expenditure Plan Budget Change Proposal<\/span><\/a><span style=\"font-weight: 400;\"> (also known as a \u201cBCP\u201d), which includes the table below. <\/span><i><span style=\"font-weight: 400;\">Note<\/span><\/i><span style=\"font-weight: 400;\">: this table does not include the Multi-benefit Land Repurposing Program, which is included in Proposition 4\u2019s water chapter, nor the Fairgrounds Resilience Centers, which is included in Proposition 4\u2019s extreme heat mitigation chapter.<\/span><\/p>\n<div class=\"docos-docoview-rootreply\">\n<div class=\"docos-replyview docos-anchoredreplyview docsshared-no-select-when-no-download docos-replyview-first docos-replyview-comment badging-enabled-doco\">\n<div class=\"docos-collapsible-replyview\">\n<div class=\"docos-replyview-static\">\n<div class=\"docos-replyview-body docos-anchoredreplyview-body docos-replyview-body-emoji-reactable\" dir=\"ltr\" style=\"text-align: center;\"><strong>Expenditures in Climate Smart Agriculture from the Climate Bond Expenditure Plan BCP<\/strong><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\" wp-image-19071 aligncenter\" src=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/01\/Screenshot-2025-01-13-at-8.24.36%E2%80%AFPM.png?resize=703%2C518&#038;ssl=1\" alt=\"\" width=\"703\" height=\"518\" srcset=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/01\/Screenshot-2025-01-13-at-8.24.36%E2%80%AFPM.png?resize=300%2C221&amp;ssl=1 300w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2025\/01\/Screenshot-2025-01-13-at-8.24.36%E2%80%AFPM.png?w=760&amp;ssl=1 760w\" sizes=\"auto, (max-width: 703px) 100vw, 703px\" \/><\/p>\n<p>&nbsp;<\/p>\n<h2><b>Cap-and-Trade Reauthorization: An Opportunity for New Investments<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The legislature has indicated they will begin negotiations this year to reauthorize the state\u2019s <\/span><a href=\"https:\/\/ww2.arb.ca.gov\/our-work\/programs\/cap-and-trade-program\"><span style=\"font-weight: 400;\">Cap-and-Trade Program<\/span><\/a><span style=\"font-weight: 400;\">, which requires the state\u2019s largest greenhouse gas emitting companies to purchase permits to emit greenhouse gas emissions (called \u201callowances\u201d). The revenue from the program has generated an average of $4.2 billion per year in funding for the state\u2019s Greenhouse Gas Reduction Fund (GGRF). The legislature and Governor have allocated approximately two-thirds of GGRF on a continuous basis to a handful of programs. The Sustainable Agricultural Lands Program (SALC), which funds permanent easements on farmland to limit urban sprawl, is the only agriculture program that has received a continuous appropriation (two percent of the GGRF). Legislators and the Governor make discretionary annual decisions about how to allocate the remainder of GGRF. The Alternative Manure Management Program (AMMP), Healthy Soils Program (HSP), and State Water Efficiency and Enhancement Program (SWEEP) have historically received funding from the discretionary portion of GGRF, but not reliably and not nearly enough to meet farmer demand.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In reauthorizing the cap-and-trade Program, the legislature will likely revisit and revise its GGRF investment strategy, <\/span><span style=\"font-weight: 400;\">including<\/span><span style=\"font-weight: 400;\">\u00a0continuous appropriations. CalCAN will be advocating this year to both protect the continuous appropriation of two percent of GGRF for SALC and secure an additional continuous appropriation for a portfolio of multi-benefit agricultural climate solutions.<\/span><\/p>\n<h2><b>How You Can Support<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">To be successful in that effort, we will need a strong show of support from our network. Your elected representatives need to hear from farmers and other agriculture stakeholders about why you care about agriculture\u2019s climate solutions and how it benefits your farms and communities. In the months between now and then, the legislature\u2019s budget committees and subcommittees will hold a series of budget hearings to discuss the Governor\u2019s proposal and the legislature\u2019s priorities, as well as hear from advocates and stakeholders.
