This is a historic <\/span><a href=\"https:\/\/www.nrcs.usda.gov\/conservation-basics\/conservation-by-state\/california\/news\/historic-on-farm-conservation-funding-0\"><span style=\"font-weight: 400;\">opportunity<\/span><\/a><span style=\"font-weight: 400;\"> for farmers to take advantage of in the 2025 fiscal year. Enrollment is <\/span><b>open<\/b><span style=\"font-weight: 400;\"> for the popular Environmental Quality Incentives Program (EQIP), which has more than $100 million available this year. In total, funding for all NRCS programs in the state will exceed $206 million in FY2025.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Given that <\/span><a href=\"https:\/\/calclimateag.org\/es\/climate-bond-for-agriculture\/\"><span style=\"font-weight: 400;\">California did not fund<\/span><\/a><span style=\"font-weight: 400;\"> the Healthy Soils Program and State Water Efficiency and Enhancement programs this year, this funding provides much-needed resources for California\u2019s farmers. It is a significant boost for climate-smart and sustainable agriculture across the state. <\/span><span style=\"font-weight: 400;\">With the influx of IRA dollars, <\/span><span style=\"font-weight: 400;\">farmers should strongly consider applying, even if they have not been successful in the past.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">NRCS programs are <\/span><a href=\"https:\/\/sustainableagriculture.net\/blog\/guest-post-still-closed-out\/\"><span style=\"font-weight: 400;\">popular among farmers<\/span><\/a><span style=\"font-weight: 400;\"> and are consistently oversubscribed in California and most other states. However, with the additional funding the IRA provides, applicants may have a better chance this year. <\/span><span style=\"font-weight: 400;\">For FY2025, USDA announced that the NRCS will make a total of $7.7 billion available to assist with conservation practices nationwide\u2013the most funding available from the NRCS in its 91-year history\u2013with $5.7 billion coming from IRA.\u00a0<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">What Does the IRA Fund?<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">When President Biden <\/span><a href=\"https:\/\/sustainableagriculture.net\/blog\/release-biden-signs-historic-inflation-reduction-act-of-2022\/\"><span style=\"font-weight: 400;\">signed<\/span><\/a><span style=\"font-weight: 400;\"> the IRA into law in August 2022, it allocated <\/span><span style=\"font-weight: 400;\">$19.5 billion in climate-smart agriculture funding for four NRCS programs: <\/span><a href=\"https:\/\/www.nrcs.usda.gov\/programs-initiatives\/eqip-environmental-quality-incentives\"><span style=\"font-weight: 400;\">EQIP<\/span><\/a><span style=\"font-weight: 400;\">, El <\/span><a href=\"https:\/\/www.nrcs.usda.gov\/programs-initiatives\/csp-conservation-stewardship-program\"><span style=\"font-weight: 400;\">Programa de Gesti\u00f3n de la Conservaci\u00f3n (CSP)<\/span><\/a><span style=\"font-weight: 400;\">, El <\/span><a href=\"https:\/\/www.nrcs.usda.gov\/programs-initiatives\/acep-agricultural-conservation-easement-program\"><span style=\"font-weight: 400;\">Agricultural Conservation Easement Program (ACEP)<\/span><\/a><span style=\"font-weight: 400;\">, y el <\/span><a href=\"https:\/\/www.nrcs.usda.gov\/programs-initiatives\/rcpp-regional-conservation-partnership-program\"><span style=\"font-weight: 400;\">Programa Regional de Cooperaci\u00f3n para la Conservaci\u00f3n (RCPP)<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">EQIP provides farmers with financial cost-share and technical assistance to adopt conservation practices ranging from cover crops and prescribed grazing to micro-irrigation and manure management. CSP provides comprehensive conservation assistance for farmers and ranchers who enroll their entire operations in the program to achieve higher levels of stewardship through continued improvements. Non-governmental organizations that work directly with farmers may be interested in applying for RCPP. Through RCPP, <\/span><span style=\"font-weight: 400;\">NRCS enters into partnerships with state agencies and non-governmental organizations to provide financial and technical assistance to farmers in installing conservation activities. To get an idea of what types of activities organizations can get funding to provide through RCCP, take a look at the <\/span><a href=\"https:\/\/sustainableagriculture.net\/blog\/inflation-reduction-act-of-2022-a-deep-dive-on-an-historic-investment-in-climate-and-conservation-agriculture\/\"><span style=\"font-weight: 400;\">projects funded for 2024<\/span><\/a><span style=\"font-weight: 400;\">. Through ACEP, <\/span><span style=\"font-weight: 400;\">\u00a0private landowners, land trusts, and other entities can receive support to preserve working farms and ranches and restore, protect, and enhance wetlands and grasslands through long-term easements.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The IRA funding pools for these programs are available specifically for climate-smart agriculture practices, i.e., conservation practices that improve soil carbon, reduce nitrogen loss, and mitigate carbon dioxide, methane, and nitrous oxide emissions (through capture, avoidance, or sequestration). NRCS California is using a new ACT NOW process to accept applications through a continuous sign-up basis in the order received until the application deadline.
