Investing in soil health leads to <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/healthysoilsweek\/\"><span style=\"font-weight: 400;\">multiple benefits<\/span><\/a><span style=\"font-weight: 400;\"> including:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Improved plant health and yields<\/b><span style=\"font-weight: 400;\">: Nutrient-rich soil helps plants thrive.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Increased water infiltration and retention<\/b><span style=\"font-weight: 400;\">: Enhanced soil structure improves drought resistance by helping capture and store water.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Sequestered carbon and reduced greenhouse gases (GHGs):<\/b><span style=\"font-weight: 400;\"> Healthy soils act as a carbon sink, mitigating climate change.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Reduced sediment erosion and dust<\/b><span style=\"font-weight: 400;\">: Conservation practices keep topsoil in place, reducing air pollution.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Improved water quality<\/b><span style=\"font-weight: 400;\">: Healthy soils aid in filtering pollutants, enhancing water quality.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Improved biological diversity and wildlife habitats<\/b><span style=\"font-weight: 400;\">: Healthy soils nurture ecosystems, both above and below ground.\u00a0<\/span><\/li>\n<\/ul>\n<h3><b>What Is a Circular Economy for Healthy Soils?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">This year\u2019s Healthy Soils Week theme is \u201cA Circular Economy for Healthy Soils.\u201d\u00a0 In a circular economy, organic materials are reused and recycled. <\/span><span style=\"font-weight: 400;\">In agriculture, this can include incorporating crop residues, manure, and green waste into the soil to help build organic matter. It can also involve using mulches from <\/span><a href=\"https:\/\/www.almonds.com\/almond-industry\/orchard-management\/whole-orchard-recycling\"><span style=\"font-weight: 400;\">whole orchard recycling<\/span><\/a><span style=\"font-weight: 400;\"> to improve soil health and water retention. By participating in this cycle, farmers can:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reduce synthetic fertilizer inputs<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Generate new revenue streams.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Enhance soil fertility and productivity.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Programs like CDFA\u2019s Healthy Soils Program (HSP) incentivize these practices.<\/span><\/p>\n<h3><b>California\u2019s Healthy Soils Program<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">California\u2019s <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/healthysoils\/\"><span style=\"font-weight: 400;\">Programa de suelos sanos<\/span><\/a><span style=\"font-weight: 400;\"> (HSP) empowers farmers and ranchers via grants to adopt practices that restore and preserve soil health. Since its inception in 2017, HSP has awarded more than 1,500 grants totaling over $160 million to California farmers and ranchers <\/span><span style=\"font-weight: 400;\">with over 130,000 acres funded to improve soil health statewide<\/span><span style=\"font-weight: 400;\">, according to the <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/healthysoils\/docs\/hsp_one_pager_policy_makers.pdf\"><span style=\"font-weight: 400;\">California Department of Agriculture (CDFA) program data<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A recent independent <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/climate\/docs\/CalPoly-CDFA-CSA-Program-Assessment-July2024.pdf\"><span style=\"font-weight: 400;\">program evaluation<\/span><\/a><span style=\"font-weight: 400;\"> of California\u2019s Climate Smart Agriculture (CSA) Programs reviewed the Healthy Soils Program. Takeaways from the report included:\u00a0<\/span><\/p>\n<ul>\n<li><b>Planned Persistence<\/b><span style=\"font-weight: 400;\">: 71% of <\/span><a href=\"https:\/\/calclimateag.org\/es\/healthy-soils-program-cal-poly-climate-smart-agriculture-program-evaluation\/\"><span style=\"font-weight: 400;\">HSP participant respondents plan to maintain their funded practices<\/span><\/a><span style=\"font-weight: 400;\"> beyond the grant period.<\/span><\/li>\n<li aria-level=\"1\"><b>Expansion Potential<\/b><span style=\"font-weight: 400;\">: <\/span><a href=\"https:\/\/calclimateag.org\/es\/healthy-soils-program-cal-poly-climate-smart-agriculture-program-evaluation\/\"><span style=\"font-weight: 400;\">64% of respondents plan to expand their funded healthy soils practices.\u00a0<\/span><\/a><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Findings around planned persistence and expansion suggest that the program successfully incentivizes the adoption and increased acreage of healthy soil practices.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, the evaluation also revealed challenges. <\/span><b>One-fifth of respondents did not have the needed labor or equipment to implement practices<\/b><span style=\"font-weight: 400;\">, highlighting the possibility of equipment sharing to help address this challenge.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With the <\/span><a href=\"https:\/\/calclimateag.org\/es\/currentcampaigns\/\"><span style=\"font-weight: 400;\">recent passing of Proposition 4<\/span><\/a><span style=\"font-weight: 400;\">, $15 million will be allocated for farmer equipment-sharing programs and cooperatives. This program is modeled on a CalCAN and the Community Alliance with Family Farmers (CAFF) co-sponsored bill (<\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB2313\"><span style=\"font-weight: 400;\">AB 2313, Bennett<\/span><\/a><span style=\"font-weight: 400;\">). These funds will help address some of the challenges farmers face when adopting new healthy soils practices.<\/span><\/p>\n<h3><b>Expanding Healthy Soils Across the Nation<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">In addition to California\u2019s Healthy Soils Program, national efforts to improve soil health are gaining momentum across the country. The <\/span><a href=\"https:\/\/www.soilpolicynetwork.org\/\"><span style=\"font-weight: 400;\">Red Nacional de Pol\u00edtica de Suelos Saludables<\/span><\/a><span style=\"font-weight: 400;\"> (\u201cNational Network\u201d), a project of CalCAN, is a farmer-forward community of practice that supports sustainable agriculture and family farm organizations to win state policies that scale up the use of healthy soils and climate-resilient practices on farms and ranches.To support this work, the National Network offers capacity-building \u201cmini-grants\u201d to member organizations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This December 2024, the Network is distributing a total of $70,000 in general support grants to 12 member organizations nationwide. Highlights of their campaigns include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/drcinfo.org\/\"><b>Dakota Resource Council<\/b><\/a><b> (ND)\u200b: <\/b><span style=\"font-weight: 400;\">Advocating for regenerative grazing incentives, leveraging producer testimonials and data from a two-year grazing and carbon sequestration pilot project.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/farmandranchfreedom.org\/\"><b>Farm and Ranch Freedom Alliance <\/b><\/a><b>(TX)\u200b:<\/b><span style=\"font-weight: 400;\"> Mobilizing grassroots support to enhance staffing and funding for the state\u2019s <\/span><a href=\"https:\/\/www.tsswcb.texas.gov\/otg\"><span style=\"font-weight: 400;\">&#8220;On the Ground&#8221; Conservation Program<\/span><\/a><span style=\"font-weight: 400;\">, promoting success stories on the impacts of healthy soils practices.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/ilstewards.org\/\"><b>Illinois Stewardship Alliance<\/b><\/a><b>\u200b:<\/b><span style=\"font-weight: 400;\"> Developing healthy soils legislation through their Soil Health Caucus and hosting the Annual Soil Health Week to rally support for state action.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/www.mainefarmlandtrust.org\/\"><b>Maine Farmland Trust<\/b><\/a><b>:<\/b><span style=\"font-weight: 400;\"> Supporting the <\/span><a href=\"https:\/\/www.maine.gov\/DACF\/ard\/resources\/maine-healthy-soils-program.shtml\"><span style=\"font-weight: 400;\">Maine Healthy Soils Program<\/span><\/a><span style=\"font-weight: 400;\"> (created through their successful advocacy in 2021) through education and program promotion, farmer mobilization on continued legislative support, and input on program governance.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/www.nofamass.org\/\"><b>NOFA\/Mass (Northeast Organic Farming Association, Mass. Chapter)<\/b><\/a><b>: <\/b><span style=\"font-weight: 400;\">Advancing development of the Massachusetts <\/span><a href=\"https:\/\/www.mass.gov\/news\/healey-driscoll-administration-awards-1-million-to-improve-soil-health\"><span style=\"font-weight: 400;\">Programa de suelos sanos <\/span><\/a><span style=\"font-weight: 400;\">(also created through their successful advocacy in 2021) by engaging stakeholders and promoting the 2023 <\/span><a href=\"https:\/\/farmland.org\/healthy-soils-action-massachusetts\/\"><span style=\"font-weight: 400;\">Healthy Soils Action Plan<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/nofany.org\/\"><b>NOFA-NY\u200b (Northeast Organic Farming Association of New York):<\/b><\/a> <span style=\"font-weight: 400;\">Advocating for increased soil health funding via the <\/span><a href=\"https:\/\/agriculture.ny.gov\/soil-and-water\/climate-resilient-farming\"><span style=\"font-weight: 400;\">Climate Resilient Farming Program<\/span><\/a><span style=\"font-weight: 400;\"> and the state\u2019s <\/span><a href=\"https:\/\/capandinvest.ny.gov\/Use-of-Proceeds\"><span style=\"font-weight: 400;\">Climate Action Fund<\/span><\/a><span style=\"font-weight: 400;\"> (highlighting the \u201csoil-climate connection\u201d) as well as engaging farmers on the development of the state\u2019s <\/span><a href=\"https:\/\/bpb-us-e1.wpmucdn.com\/blogs.cornell.edu\/dist\/1\/9275\/files\/2023\/11\/Jenna-DeRario.pdf\"><span style=\"font-weight: 400;\">Payment for Ecosystem Services (PES) program<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/northernplains.org\/\"><b>Northern Plains Resource Council<\/b><\/a><b> (MT)\u200b:<\/b><span style=\"font-weight: 400;\"> Supporting their second annual <\/span><a href=\"https:\/\/montanasoilhealthweek.macdnet.org\/\"><span style=\"font-weight: 400;\">Montana Soil Health Week<\/span><\/a><span style=\"font-weight: 400;\"> in April 2025 (established by a successful legislative campaign) to foster producer-elected official relationships and prepare for a 2027 legislative campaign.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"http:\/\/action.oeffa.org\"><b>Ohio Ecological Food and Farm Association (OEFFA)\u200b<\/b><\/a><b>: <\/b><span style=\"font-weight: 400;\">Promoting a Healthy Soils Task Force bill, an Ohio Soil Health Week resolution and an effort to define soil health in the Ohio Revised Code. They are also producing farmer-led soil health podcasts.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/www.okconservation.org\/\"><b>Oklahoma Association of Conservation Districts\u200b<\/b><\/a><span style=\"font-weight: 400;\">: Defending the <\/span><a href=\"https:\/\/conservation.ok.gov\/wq-soil-health-main-page\/\"><span style=\"font-weight: 400;\">OK Healthy Soils Program<\/span><\/a><span style=\"font-weight: 400;\"> through advocacy training and the creation of a local &#8220;Speakers Bureau\u201d of soil health experts, producers, urban farmers and conservation professionals.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/www.oregonclimateag.org\/\"><b>Oregon Climate and Agriculture Network (OrCAN)\u200b<\/b><\/a><b>:<\/b><span style=\"font-weight: 400;\"> Influencing rule-making for <\/span><a href=\"https:\/\/www.oregon.gov\/oweb\/grants\/oahp\/pages\/oahp.aspx\"><span style=\"font-weight: 400;\">Conservation Management Plan Implementation Grants<\/span><\/a><span style=\"font-weight: 400;\"> and advocating for renewal of Natural Climate Solutions funding.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/pasafarming.org\/\"><b>Pennsylvania Association for Sustainable Agriculture (PASA)<\/b><\/a><b>:\u200b <\/b><span style=\"font-weight: 400;\">Expanding their \u201c<\/span><a href=\"https:\/\/fundedbyfarmbill.org\/\"><span style=\"font-weight: 400;\">Funded by Farm Bill<\/span><\/a><span style=\"font-weight: 400;\">\u201d campaign, expanding farmer case studies and educational materials, to increase Farm Bill literacy and advocacy among farmers and consumers.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/westerncoloradoalliance.org\"><b>Western Colorado Alliance\u200b<\/b><\/a><b>: <\/b><span style=\"font-weight: 400;\">Rallying producer-advocates for a \u201cRegenerative Agriculture Tax Credit\u201d benefiting businesses sourcing from soil-health-focused farms.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Through these initiatives and mini-grants, the Network amplifies its commitment to supporting farmer voices and driving systemic change for healthier soils across the country.\u00a0<\/span><\/p>\n<h3><b>Looking to the Future<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">As we celebrate both World Soil Day (December 5) and Healthy Soils Week (December 2-9), we reflect on the incredible potential of soil to shape a more climate-resilient future.
