The evaluation showed that the Climate Smart Agriculture programs are effectively helping growers adopt and expand climate-smart farming practices. In the <\/span><a href=\"https:\/\/calclimateag.org\/es\/sweep-cal-poly-climate-smart-agriculture-program-evaluation\/\"><span style=\"font-weight: 400;\">second part of the series<\/span><\/a><span style=\"font-weight: 400;\"> we focused on the evaluation\u2019s findings specific to the State Water Efficiency and Enhancement Program (SWEEP).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In this blog, we summarize some of the program-specific findings and recommendations for the Healthy Soils Program (HSP) from a survey of HSP program participants.\u00a0\u00a0<\/span><\/p>\n<h2><b>Healthy Soils Program Overview:\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">HSP provides grants to growers to implement healthy soils practices, such as compost application, cover cropping, and hedgerows for three years. Since its inception in 2017, HSP has awarded more than 1,500 grants totaling over $160 million to California farmers and ranchers, according to <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/healthysoils\/docs\/hsp_one_pager_policy_makers.pdf\"><span style=\"font-weight: 400;\">CDFA program data<\/span><\/a><span style=\"font-weight: 400;\"> as of March 2024.<\/span><\/p>\n<h2><b>Healthy Soils Program Specific Key Findings:<\/b><\/h2>\n<h3><b>Motivations for Participation:\u00a0<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Unsurprisingly, an overwhelming majority (62%) of participants cited improving soil health as their primary motivation for participation in the program<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">More than half of survey respondents were \u201cextremely concerned\u201d about water supply, inflation, and regulations as risks to the viability of their farming operation<\/span><\/li>\n<\/ul>\n<h3><b>High Persistence Rates and Expanded Adoption Beyond Funding:\u00a0<\/b><\/h3>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">To evaluate the extent to which HSP recipients plan to continue using the practices they received a grant for (aka their \u201cpersistence rate\u201d), the program evaluation asked recipients \u201cDo you intend to use this practice in the next 12 months?\u201d <\/span><b>Overall, HSP participant respondents planned to maintain 71% of funded practices, and those who reported seeing benefits were more likely to persist.\u00a0<\/b><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">The practices with the highest rates of planned persistence were <\/span><b>no-till <\/b><span style=\"font-weight: 400;\">(86%), <\/span><b>mulching<\/b><span style=\"font-weight: 400;\"> (76%), and <\/span><b>hedgerows<\/b><span style=\"font-weight: 400;\"> (74%); and the lowest was <\/span><b>non-hedgerow edge of field practices <\/b><span style=\"font-weight: 400;\">(64%).<\/span><span style=\"font-weight: 400;\">\u00b9<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">Respondents planned to expand 64% of funded practices. <\/span><b>These findings around planned persistence and expansion suggest that the program is successful in incentivizing the adoption and increased acreage of healthy soils practices.<\/b><\/p>\n<h3><b>Additional Labor and Equipment Needed to Implement Practices:<\/b><\/h3>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">The evaluation also found that <\/span><b>one-fifth of respondents did not have the needed labor or equipment to implement practices<\/b><span style=\"font-weight: 400;\">, highlighting the possibility of equipment sharing to help address this challenge. The evaluation recommends developing pathways for grantees to access equipment and identifies the potential for regional equipment-sharing programs to help HSP recipients implement practices such as compost application.<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">CalCAN is involved with legislation to help address this challenge. <\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB2734\"><span style=\"font-weight: 400;\">AB 2734<\/span><\/a><span style=\"font-weight: 400;\"> (Connolly), sponsored by CalCAN coalition member CCOF, would allow the program\u2019s technical assistance grants to include equipment sharing. CalCAN and CAFF are also co-sponsoring <\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB2313\"><span style=\"font-weight: 400;\">AB 2313<\/span><\/a><span style=\"font-weight: 400;\"> (Bennett), which would create a grant program at CDFA to fund regional equipment-sharing programs. If voters pass <\/span><a href=\"https:\/\/calclimateag.org\/es\/california-climate-bond-proposition-4\/\"><span style=\"font-weight: 400;\">Proposition 4 <\/span><\/a><span style=\"font-weight: 400;\">this November, $15 million would be available for an equipment sharing program.<\/span><\/p>\n<h2><b>CDFA\u2019s On-Going Improvement:<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The program evaluation included several recommendations related to HSP, many of which CDFA has taken steps to address. These recommendations include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Allow more flexibility in budget change processes.<\/b><span style=\"font-weight: 400;\"> CDFA has already taken steps to address this by only requiring paperwork on budget changes beyond a certain dollar threshold.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Increase the amount of advanced funding available to grantees.<\/b><span style=\"font-weight: 400;\"> Current regulations limit the total proportion of project funds that may be disbursed in advance to HSP grantees, which can create a cash flow challenge for growers. CDFA has been collaboratively engaged in discussions with CalCAN and the legislature about a bill (<\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB2734\"><span style=\"font-weight: 400;\">AB 2734<\/span><\/a><span style=\"font-weight: 400;\">, Connolly) to address this issue. However, we have determined that further conversations with the Department of Finance and CDFA may be needed, given other recent legislation (<\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB590\"><span style=\"font-weight: 400;\">AB 590<\/span><\/a><span style=\"font-weight: 400;\">, Hart) affecting advanced payments across multiple agencies.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Make the application process more friendly to small and medium farms<\/b><span style=\"font-weight: 400;\">. CDFA has taken steps in more recent solicitations to streamline the application process through the introduction of the <\/span><a href=\"https:\/\/replan-tool.org\/cdfa\/\"><span style=\"font-weight: 400;\">\u201cRePlan\u201d tool<\/span><\/a><span style=\"font-weight: 400;\"> to help generate needed documents.
