The tour showcased the critical role of prescribed grazing in reducing wildfire risk and stewardship of rangelands, which remains highly relevant as wildfire season intensifies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Field staff from the offices of four East Bay legislators \u2013 Assemblymembers <\/span><a href=\"https:\/\/a24.asmdc.org\/\"><span style=\"font-weight: 400;\">Lee<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/a20.asmdc.org\/\"><span style=\"font-weight: 400;\">Ortega<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/a25.asmdc.org\/\"><span style=\"font-weight: 400;\">Kalra<\/span><\/a><span style=\"font-weight: 400;\">, and <\/span><a href=\"https:\/\/a18.asmdc.org\/\"><span style=\"font-weight: 400;\">Bonta<\/span><\/a><span style=\"font-weight: 400;\"> \u2013 attended the tour. Alameda County staff attended along with rangeland conservation scientist <\/span><a href=\"https:\/\/rangelandconservation.com\/felix-ratcliff\"><span style=\"font-weight: 400;\">Felix Ratcliff<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.ebparks.org\/public-safety\/fire\"><span style=\"font-weight: 400;\">EBRPD Fire Department<\/span><\/a><span style=\"font-weight: 400;\"> staff.\u00a0<\/span><\/p>\n<h3><b>Tailoring Prescribed Grazing Plans for Optimal Land Management<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">As 600 goats grazed along Alameda Creek, Bianca Soares of Star Creek Land Stewards explained how herd composition and size are selected for each project. Goats are well suited to taller brush and shrubs while sheep prefer lower grasses. Soares designs a grazing plan based on the vegetation characteristics, acreage, and project goals which might include fire fuel reduction or invasive species removal. Each grazing plan breaks the acreage into smaller sections and predicts how long the animals need to graze in that area \u2013 long enough to reduce the vegetation sufficiently but not so long as to overgraze. She is in constant coordination with the herder onsite who is responsible for moving the electric fencing and animals and ensuring the herd\u2019s wellbeing. Herd numbers depend on the size of the grazing project; this site is currently being grazed by 600 goats.<\/figcaption><\/figure>\n<h3><b>East Bay Regional Park District\u2019s Long History of Grazing<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Alameda Creek runs along Quarry Lakes Recreation Area, which is part of the East Bay Regional Park District. With seventy-three parks spanning over 125,000 acres, EBRPD is the largest regional park district in the country. EBRPD has grazed for over 60 years and currently grazes sheep, goats, and cattle on over 86,000 acres of parkland.<\/span><\/p>\n<figure id=\"attachment_18915\" aria-describedby=\"caption-attachment-18915\" style=\"width: 225px\" class=\"wp-caption alignright\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-18915 size-medium\" src=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/IMG_1149-Large.png?resize=225%2C300&#038;ssl=1\" alt=\"Quarry Lakes Recreation Area in Fremont is part of the East Bay Regional Park District \" width=\"225\" height=\"300\" srcset=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/IMG_1149-Large.png?resize=225%2C300&amp;ssl=1 225w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/IMG_1149-Large.png?resize=768%2C1024&amp;ssl=1 768w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/IMG_1149-Large.png?w=960&amp;ssl=1 960w\" sizes=\"auto, (max-width: 225px) 100vw, 225px\" \/><figcaption id=\"caption-attachment-18915\" class=\"wp-caption-text\">Quarry Lakes Recreation Area in Fremont is part of the East Bay Regional Park District.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">\u201cGrazing isn\u2019t new,\u201d reminds Andr\u00e9e Soares, President of Star Creek Land Stewards and the California Woolgrowers Association. <\/span><a href=\"https:\/\/ucanr.edu\/sites\/UCCE_LR\/files\/180943.pdf\"><span style=\"font-weight: 400;\">Native grasses coevolved with historic herbivores<\/span><\/a><span style=\"font-weight: 400;\"> like bison, elk, and antelope that grazed Western grasslands for thousands of years. Indigenous Californians used cultural fires to steward ecosystems, ensuring habitat and forage for large herbivores that maintained grasslands while improving soil health, preventing catastrophic wildfires, and cultivating culturally important species. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Today, <\/span><a href=\"https:\/\/anrcatalog.ucanr.edu\/pdf\/8517.pdf\"><span style=\"font-weight: 400;\">rangeland conservationists use grazing<\/span><\/a><span style=\"font-weight: 400;\"> to manage invasive species, restore and maintain native plants and habitats for threatened and endangered species, sequester carbon, and mitigate wildfire risk. Our previous <\/span><a href=\"https:\/\/calclimateag.org\/using-grazing-animals-to-reduce-the-risk-of-wildfires\/\"><span style=\"font-weight: 400;\">blog post on prescribed grazing<\/span><\/a><span style=\"font-weight: 400;\"> practices provides further insights into how these efforts contribute to broader wildfire mitigation strategies.<\/span><\/p>\n<h3><b>The Role of Prescribed Grazing in Wildfire Prevention<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">In June 2022, the wind-driven Scenic Fire that ignited near the Carquinez shoreline was put out 100 feet from the town of Port Costa.\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cThe goat grazing we\u2019d done in the area was critical for catching that fire,\u201d said EBRPD Fire Captain Patrick McIntyre. \u201cOnce the fire moves into the goat grazed area, the [fire] activity greatly decreases.\u201d\u00a0<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Multiple studies in California \u2013 e.g. <\/span><a href=\"https:\/\/ucanr.edu\/sites\/CCRC\/files\/383688.pdf\"><span style=\"font-weight: 400;\">Hulme-Foss<\/span><\/a><span style=\"font-weight: 400;\"> (2023) and <\/span><a href=\"https:\/\/bof.fire.ca.gov\/media\/xraftixn\/ratcliff-et-al-2022_ada.pdf\"><span style=\"font-weight: 400;\">Ratcliff et al<\/span><\/a><span style=\"font-weight: 400;\"> (2022) \u2013\u00a0 have found that grazing reduces flame length, and rate of fire spread, which creates more manageable wildfire behavior that allows ground crews to fight and extinguish the fire.\u00a0<\/span><\/p>\n<figure id=\"attachment_18917\" aria-describedby=\"caption-attachment-18917\" style=\"width: 248px\" class=\"wp-caption alignleft\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\" wp-image-18917\" src=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/Screenshot-2024-08-15-at-11.15.14%E2%80%AFAM.png?resize=248%2C396&#038;ssl=1\" alt=\"EBRPD Fire Department discussing the impact of grazing on wildfire management.\" width=\"248\" height=\"396\" srcset=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/Screenshot-2024-08-15-at-11.15.14%E2%80%AFAM.png?resize=188%2C300&amp;ssl=1 188w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/Screenshot-2024-08-15-at-11.15.14%E2%80%AFAM.png?w=352&amp;ssl=1 352w\" sizes=\"auto, (max-width: 248px) 100vw, 248px\" \/><figcaption id=\"caption-attachment-18917\" class=\"wp-caption-text\">Captain Patrick McIntyre explains the crucial role that prescribed grazing plays in wildfire risk reduction for East Bay Regional Parks District Fire Department. Ruminants such as goats, sheep and cattle can reduce fuel loads on steep slopes and graze throughout the wildfire season when mechanical mowers are prohibited due to ignition risk.<\/figcaption><\/figure>\n<p><strong>Prescribed Grazing as a Cost-Effective Tool for Fuel Load Reduction<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Fuels Reduction Coordinator Steven Keller explained how ruminants provide cost-effective fuel load reduction compared to hand crews and, crucially, how they can graze year-round. \u201cDuring wildfire season, we can\u2019t use mechanical fuel reduction tools due to ignition risk,\u201d says Keller.\u00a0<\/span><\/p>\n<p><strong>Grazing Tenants: First Responders in Wildfires<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Local and long-standing grazing tenants are also valued by the Park District and local firefighters for their knowledge of the land and access routes. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIn 2020 when we had the CSU and Lightning Complex fires, our grazing tenants were first responders,\u201d says Allison Rofe, Rangeland Specialist with EBRPD. \u201cThey\u2019re first responders in fires because they know the ranch roads, they have to get their animals to safety, and they assist CalFIRE in accessing properties.\u201d\u00a0\u00a0<\/span><\/p>\n<h3><b>Challenges and Legislation Supporting Prescribed Grazing<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The increasing frequency and severity of wildfires in recent years have dramatically increased the demand for prescribed grazing in the Bay area and <\/span><a href=\"https:\/\/calclimateag.org\/prescribed-grazing-in-sonoma-county\/\"><span style=\"font-weight: 400;\">other fire-threatened communities<\/span><\/a><span style=\"font-weight: 400;\"> across the state. However, challenges remain in scaling up prescribed grazing operations, including limited prescribed grazing infrastructure, cost-prohibitive regulatory costs and delays for state-funded grazing projects, and ongoing uncertainty caused by a <\/span><a href=\"https:\/\/calclimateag.org\/wp-content\/uploads\/2024\/07\/Letter-to-Governor-Requesting-Support-for-Prescribed-Goat-Grazing-6.22.23-2.pdf\"><span style=\"font-weight: 400;\">misguided labor agency determination<\/span><\/a><span style=\"font-weight: 400;\"> that threatens to shut down goat grazing operations.<\/span><\/p>\n<p><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202320240SB675\"><span style=\"font-weight: 400;\">SB 675<\/span><\/a><span style=\"font-weight: 400;\"> (Lim\u00f3n) \u2013 which is sponsored by CalCAN and supported by a diverse coalition of 55 climate, conservation, fire safety, and public health organizations \u2013 would integrate prescribed grazing into some of the state\u2019s existing wildfire mitigation programs and pla<\/span><span style=\"font-weight: 400;\">ns while also developing guidance and best management practices to support the growing number of local entities interested in using prescribed grazing. SB 675 is awaiting its final floor vote in August before it heads to the Governor\u2019s desk. See CalCAN\u2019s <\/span><a href=\"https:\/\/docs.google.com\/document\/d\/1712nFQHUEMQ--0vGcAz52gFKIU8wM9Ns6drZeCHomsQ\/edit?usp=sharing\"><span style=\"font-weight: 400;\">SB 675 fact sheet<\/span><\/a><span style=\"font-weight: 400;\"> for additional details on this legislation.<\/span><\/p>\n<h3><b>Community Support for Prescribed Grazing<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The event also drew attention from local media, including a <\/span><a href=\"https:\/\/tricityvoice.com\/focused-grazing-wildfire-solution\/\"><span style=\"font-weight: 400;\">news article<\/span><\/a><span style=\"font-weight: 400;\"> in the Tri-City Voice by journalist Jack Alcorn who attended the tour.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Brent Kelley, who works with the Alameda County Public Works Agency and manages the grazing contracts for Alameda County, noted goats pose less health and safety risk and are better received by the public than the alternatives of herbicides and noisy, gas-powered equipment.
