In this installment, we focus on the <\/span><\/i><i><span style=\"font-weight: 400;\">State Water Efficiency and Enhancement Program (SWEEP), <\/span><\/i><i><span style=\"font-weight: 400;\">highlighting some of the program-specific findings and recommendations.<\/span><\/i><\/p>\n<p class=\"p1\">The rest of the series can be found here:<\/p>\n<ul>\n<li class=\"p1\">Part 1: <a href=\"https:\/\/calclimateag.org\/es\/cal-poly-climate-smart-agriculture-program-evaluation\/\">New Climate Smart Ag Program Evaluation Shows Program Successes and Opportunities<\/a><\/li>\n<li class=\"p1\">Part 3: <a href=\"https:\/\/calclimateag.org\/es\/healthy-soils-program-cal-poly-climate-smart-agriculture-program-evaluation\/\">Healthy Soils Program (HSP): New Climate Smart Ag Program Evaluation Shows Program Successes and Opportunities<\/a><\/li>\n<li class=\"p1\">Part 4: <a href=\"https:\/\/calclimateag.org\/es\/alternative-manure-management-program-cal-poly-climate-smart-agriculture-program-evaluation\/\">Programa de Gesti\u00f3n Alternativa del Esti\u00e9rcol (AMMP): una nueva evaluaci\u00f3n del programa Climate Smart Ag muestra sus \u00e9xitos y oportunidades<\/a><\/li>\n<\/ul>\n<hr \/>\n<p><span style=\"font-weight: 400;\">In the<\/span> <a href=\"https:\/\/calclimateag.org\/es\/cal-poly-climate-smart-agriculture-program-evaluation\/\"><span style=\"font-weight: 400;\">first part of this series<\/span><\/a><span style=\"font-weight: 400;\">, we explored the overall findings and recommendations of a recent independent <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/climate\/docs\/CalPoly-CDFA-CSA-Program-Assessment-July2024.pdf\"><span style=\"font-weight: 400;\">program evaluation<\/span><\/a><span style=\"font-weight: 400;\"> of California\u2019s Climate Smart Agriculture (CSA) Programs led by Dr. Nicholas Babin of Cal Poly State University, San Luis Obispo. The evaluation showed that the Climate Smart Agriculture programs are effectively helping growers adopt and expand climate-smart farming practices. Growers are also gaining new skills and sharing their experiences with others.\u00a0\u00a0<\/span><\/p>\n<h2><b>SWEEP Overview:\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">SWEEP provides cost-share grants to growers to install more water- and energy-efficient irrigation systems, including solar-powered irrigation pumps, subsurface drip irrigation, and soil moisture monitoring systems<\/span><span style=\"font-weight: 400;\">. <\/span><span style=\"font-weight: 400;\">Since its inception in 2014, <a href=\"https:\/\/calclimateag.org\/es\/sweep\/\">SWEEP<\/a> has awarded over $123 million to California farmers and ranchers, according to their data as of May 2022.<\/span><\/p>\n<h2><b>SWEEP Specific Key Findings:<\/b><\/h2>\n<h4><b>Motivations for Participation:\u00a0<\/b><\/h4>\n<p style=\"padding-left: 40px;\"><strong>Not surprisingly, improving water efficiency (46%) and improving energy efficiency (38%) were most frequently cited as the primary motivations for participating in SWEEP.\u00a0<\/strong><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">Improving crop yields or quality was cited as the primary motivation by only 13% of respondents, perhaps reflecting the \u201cincreased crop per drop\u201d co-benefit of many SWEEP projects.<\/span><\/p>\n<h4><b>High Persistence Rates with Some Variation by Technology:\u00a0<\/b><\/h4>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">To evaluate the extent to which SWEEP recipients plan to continue using the irrigation technologies they received a grant for (aka their \u201cpersistence rate\u201d), the program evaluation asked recipients \u201cDo you intend to use this practice in the next 12 months?\u201d\u00a0<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">Persistence rates for different irrigation technologies ranged from 67% to 84%.\u00a0<\/span><\/p>\n<p style=\"padding-left: 40px;\"><b>Micro irrigation<\/b><span style=\"font-weight: 400;\"> (84%) had the highest persistence rate, while <\/span><b>web-based irrigation management platforms<\/b><span style=\"font-weight: 400;\"> (67%) had the lowest.\u00a0<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">The lower rate for web-based irrigation management platforms did not surprise us. We had heard anecdotal data from irrigation experts and farmers about those companies going out of business or farmers determining that renewing the subscriptions was not worth the cost.<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">The persistence rates for <\/span><b>variable frequency drive (VFD) pumps<\/b><span style=\"font-weight: 400;\"> (79%) and <\/span><b>solar<\/b><span style=\"font-weight: 400;\"> (81%) were lower than we had expected, given those are fixed infrastructure. CDFA noted this peculiarity as well in their <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/climate\/docs\/CSAProgramAssessment-OEFICoverLetter_072024.pdf\"><span style=\"font-weight: 400;\">cover letter to the report<\/span><\/a><span style=\"font-weight: 400;\"> and stated that they \u201cwant to understand why a significant proportion of producers discontinue use or if there is a possibility that the survey instrument did not capture valid reasons for temporary disuse of equipment, such as availability of surface water or short term fallowing.\u201d We share CDFA\u2019s interest in further understanding these data points. There\u2019s a possibility that the way the question was asked may have obscured some valid reasons for temporarily discontinuing use, such as fallowing fields.<\/span><\/p>\n<h4><b>Expanded Adoption Beyond Funding:\u00a0<\/b><\/h4>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">Excitingly, approximately 30% of grant recipients chose to voluntarily expand the use of the technologies that were funded through their SWEEP grants, suggesting there may be significant ongoing and additional benefits from one-time SWEEP investments that are not recorded through traditional grant reporting requirements.<\/span><\/p>\n<h4><b>Opportunity for More Distribution Uniformity Testing and Irrigation Scheduling Training<\/b><span style=\"font-weight: 400;\">: <\/span><\/h4>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">One interesting finding is that only 50% of respondents had tested the distribution uniformity (DU) of their irrigation system in the previous two years. The evaluation also found that a significant number of growers indicated they would have benefited from additional technical assistance to effectively utilize their soil moisture sensors.<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">Irrigation experts, including those involved in a <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/sweep\/docs\/SWEEPAAGReport_final.pdf\"><span style=\"font-weight: 400;\">SWEEP advisory group<\/span><\/a><span style=\"font-weight: 400;\">, have emphasized the importance of DU testing and training on the use of soil moisture sensors and irrigation scheduling in order to maximize the benefits of SWEEP-funded technologies. Thankfully, CDFA\u2019s new <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/technical\/weta.html\"><span style=\"font-weight: 400;\">Programa de Asistencia T\u00e9cnica para la Eficiencia H\u00eddrica<\/span><\/a><span style=\"font-weight: 400;\"> (WETA), which the agency created in 2021 in response to a number of the advisory group\u2019s recommendations, directly addresses this opportunity by supporting DU testing and multilingual irrigation training.<\/span><\/p>\n<figure id=\"attachment_18906\" aria-describedby=\"caption-attachment-18906\" style=\"width: 404px\" class=\"wp-caption alignright\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-18906\" src=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/USDA_19911619864_bd7c59fd34_k.jpeg?resize=404%2C269&#038;ssl=1\" alt=\"\" width=\"404\" height=\"269\" srcset=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/USDA_19911619864_bd7c59fd34_k.jpeg?resize=300%2C200&amp;ssl=1 300w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/USDA_19911619864_bd7c59fd34_k.jpeg?resize=1024%2C684&amp;ssl=1 1024w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/USDA_19911619864_bd7c59fd34_k.jpeg?resize=768%2C513&amp;ssl=1 768w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/USDA_19911619864_bd7c59fd34_k.jpeg?resize=1536%2C1025&amp;ssl=1 1536w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/USDA_19911619864_bd7c59fd34_k.jpeg?resize=710%2C474&amp;ssl=1 710w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2024\/12\/USDA_19911619864_bd7c59fd34_k.jpeg?w=2048&amp;ssl=1 2048w\" sizes=\"auto, (max-width: 404px) 100vw, 404px\" \/><figcaption id=\"caption-attachment-18906\" class=\"wp-caption-text\">USDA Photo by Lance Cheung<\/figcaption><\/figure>\n<h2><b>CDFA\u2019s Ongoing Improvement:\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The program evaluation included a few recommendations related to SWEEP, almost all of which CDFA has taken steps to address. These recommendations include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Incentivize more technical support for DU testing and operation of soil moisture sensors. <\/b><span style=\"font-weight: 400;\">As noted above, CDFA created the Water Efficiency Technical Assistance Program (WETA) in 2021 to address this need. However, the program will need renewed funding from the legislature in future budget years to continue.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Allow more flexibility in budget change processes.<\/b><span style=\"font-weight: 400;\"> CDFA has already taken steps to address this by only requiring paperwork on budget changes beyond a certain dollar threshold.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Increase the amount of advanced funding available to grantees.<\/b><span style=\"font-weight: 400;\"> Current regulations limit the total proportion of project funds that may be disbursed in advance to SWEEP grantees, which can create a cash flow challenge for growers. CDFA has been collaboratively engaged in discussions with CalCAN and the legislature about a bill (<\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB2734\"><span style=\"font-weight: 400;\">AB 2734<\/span><\/a><span style=\"font-weight: 400;\">, Connolly) to address this issue. However, we have determined that further conversations with the Department of Finance and CDFA may be needed, given other larecent legislation (<\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB590\"><span style=\"font-weight: 400;\">AB 590<\/span><\/a><span style=\"font-weight: 400;\">, Hart) affecting advanced payments across multiple agencies.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Consider project size caps for soil moisture sensors. <\/b><span style=\"font-weight: 400;\">CalCAN agrees this is worth considering, given the relatively high cost and lower persistence rates of some types of soil moisture sensors. Yet, we think it will be important to further consult with irrigation experts and SWEEP stakeholders to understand the pros, cons, and details of a potential cap. CDFA explored and instituted a cap for the percentage of a project budget that could go towards solar panels in the fall of 2023, so there is a precedent for setting a cap on a specific technology within the program.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Read more about the data collected on SWEEP or the other programs evaluated in the <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/climate\/docs\/CalPoly-CDFA-CSA-Program-Assessment-July2024.pdf\"><span style=\"font-weight: 400;\">complete report<\/span><\/a><span style=\"font-weight: 400;\"> which includes further details, data, and <\/span><a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/climate\/docs\/CSAProgramAssessment-OEFICoverLetter_072024.pdf\"><span style=\"font-weight: 400;\">CDFA&#8217;s cover letter.<\/span><\/a><\/p>\n<h2><strong>Conclusi\u00f3n<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Stay tuned for more updates and in-depth analysis of the report evaluation as we continue this blog series next week!
