He proposed cuts to both the current 2022-23 fiscal year\u2014a budget which saw historically large investments in the state\u2019s Climate Smart Agriculture programs which he now proposes to reduce\u2014as well as drastic reductions for the 2023-24 fiscal year. Program cuts include:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>State Water Efficiency and Enhancement Program (SWEEP)<\/b><span style=\"font-weight: 400;\">: a $40 million reduction (36%) from the from the original $110 million allocated for 22-23, leaving a total of $120 million when including unspent 21-22 funds\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Programa de suelos sanos<\/b><span style=\"font-weight: 400;\">: a $15 million reduction (18%) from the original $85 million allocated for 22-23, leaving a total of $145 million when including 21-22 funds that the California Department of Food and Agriculture (CDFA) has not yet distributed<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Historically <\/span><a href=\"https:\/\/calclimateag.org\/es\/sweep\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">SWEEP<\/span><\/a><span style=\"font-weight: 400;\"> and the <\/span><a href=\"https:\/\/calclimateag.org\/es\/hsp\/#:~:text=The%20Healthy%20Soils%20Program%20offers,and%20air%20and%20water%20quality\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Programa de suelos sanos <\/span><\/a><span style=\"font-weight: 400;\">have both been consistently oversubscribed with two to three times more growers seeking funds than the program has available.\u00a0<\/span><\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-16867\" src=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2022\/09\/State-Water-Efficiency-Enhancement-Program-SWEEP-Demand-in-millions-as-of-September-19-2022-1.png?resize=566%2C350&#038;ssl=1\" alt=\"State-Water-Efficiency-Enhancement-Program-SWEEP-Demand-in-millions-as-of-September-19-2022-1\" width=\"566\" height=\"350\" srcset=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2022\/09\/State-Water-Efficiency-Enhancement-Program-SWEEP-Demand-in-millions-as-of-September-19-2022-1.png?w=712&amp;ssl=1 712w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2022\/09\/State-Water-Efficiency-Enhancement-Program-SWEEP-Demand-in-millions-as-of-September-19-2022-1.png?resize=300%2C185&amp;ssl=1 300w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2022\/09\/State-Water-Efficiency-Enhancement-Program-SWEEP-Demand-in-millions-as-of-September-19-2022-1.png?resize=710%2C440&amp;ssl=1 710w\" sizes=\"auto, (max-width: 566px) 100vw, 566px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-16861\" src=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2022\/09\/IMG_0102.jpg?resize=570%2C350&#038;ssl=1\" alt=\"Healthy-Soils-Program-HSP-Demand-in-millions-as-of-September-19-2022 (1)\" width=\"570\" height=\"350\" srcset=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2022\/09\/IMG_0102.jpg?resize=1024%2C629&amp;ssl=1 1024w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2022\/09\/IMG_0102.jpg?resize=300%2C184&amp;ssl=1 300w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2022\/09\/IMG_0102.jpg?resize=768%2C472&amp;ssl=1 768w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2022\/09\/IMG_0102.jpg?resize=1536%2C943&amp;ssl=1 1536w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2022\/09\/IMG_0102.jpg?w=1775&amp;ssl=1 1775w\" sizes=\"auto, (max-width: 570px) 100vw, 570px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">The Governor also proposes fully cutting last year\u2019s funding to other important climate and agriculture conservation programs, as follows:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Pollinator Habitat Program:<\/b><span style=\"font-weight: 400;\"> $15 million in 22-23, leaving only $15 million carried over from the 21-22 budget<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Conservation Ag Planning Grant Program:<\/b><span style=\"font-weight: 400;\"> $22 million in 22-23, leaving $17 million in 21-22<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Greenhouse Gas Reduction Research:<\/b><span style=\"font-weight: 400;\"> $5 million in 22-23, leaving $5 million in 21-22<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Beginning Farmer and Farmworker Training:<\/b><span style=\"font-weight: 400;\"> $5 million in 22-23, leaving $5 million in 21-22<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">There were a few bright spots in the Governor\u2019s proposal. Spared from cuts were the California Underserved Producers Program (<\/span><a href=\"https:\/\/www.cdfa.ca.gov\/cusp\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">CUSP<\/span><\/a><span style=\"font-weight: 400;\">) which provides drought relief funding, the Alternative Manure Management Program (<\/span><a href=\"https:\/\/calclimateag.org\/es\/ammp\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">AMMP<\/span><\/a><span style=\"font-weight: 400;\">), and the newly established Organic Transition program. For more details on proposed funding changes, see the <\/span><a href=\"https:\/\/drive.google.com\/file\/d\/1gZz9Du9LOVDwX3hCEa4dwV4ShM54EV0H\/view?usp=share_link\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">California Department of Food and Agriculture\u2019s summary<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In response to the budget announcement, CalCAN policy director Sandra Nakagawa notes: <\/span><\/p>\n<p><span style=\"font-weight: 400;\">These potential spending cuts mean fewer resources for farmers and ranchers to invest in climate resilience at a time when many producers are struggling to make ends meet. CalCAN\u2019s focus over the coming months, prior to the June budget, will be partnering with the administration, the Legislature, and the advocate community to strengthen investments in climate smart agriculture and scale up the state\u2019s climate resilience efforts.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since their inception more than seven years ago, funding for the Climate Smart Agriculture programs has depended\u00a0 on either the cap-and-trade program and recently the state\u2019s general fund, both of which are inconsistent and subject to larger economic trends. The unreliable funding has created ongoing uncertainty for farmers and ranchers as well as the technical assistance providers who provide outreach and project support. To meet California\u2019s ambitious climate goals, a reliable, predictable, and substantial source of revenue is needed to provide the financial incentives necessary for farmers to transition and utilize more climate-resilient practices in their operations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2021, CalCAN and other members of the <\/span><a href=\"https:\/\/www.voteforyourfood.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Coalici\u00f3n para la Resiliencia Alimentaria y Agr\u00edcola<\/span><\/a><span style=\"font-weight: 400;\"> sponsored <\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202120220AB125\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">AB 125 (R. Rivas)<\/span><span style=\"font-weight: 400;\"> t<\/span><\/a><span style=\"font-weight: 400;\">o address this ongoing fiscal uncertainty as well as pandemic and climate-related impacts imperiling California\u2019s food system. The<\/span><span style=\"font-weight: 400;\"> bill, introduced <\/span><span style=\"font-weight: 400;\">by Assemblymember Robert Rivas, would have placed a bond measure on the 2022 ballot to propose $3.3 billion in investments to accelerate California\u2019s economic recovery from the COVID-19 pandemic while combating climate change, improving food security, and protecting our essential farmworkers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Although AB 125 did not move forward, CalCAN remains confident that a similar bond measure is one of a few options available for funding a transition to the healthy, just, and resilient food and farming system upon which all Californians depend.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On Tuesday, Governor Newsom raised the possibility of working with the Legislature on bond funding for climate and natural resource spending.
