View the original post <a href=\"https:\/\/sustainableagriculture.net\/blog\/a-year-in-review-wins-and-reflections-for-sustainable-agriculture-in-2021\/\" target=\"_blank\" rel=\"noopener\">aqu\u00ed<\/a>.\u00a0<\/em><\/p>\n<p>As this unpredictable year comes to a close and we look to the future, here at the National Sustainable Agriculture Coalition (NSAC) we\u2019re taking a look back at\u00a0our coalition\u2019s hard-fought wins towards building a more sustainable, equitable food and farm system in 2021.<\/p>\n<hr \/>\n<h2>Build Back Better through Budget Reconciliation<\/h2>\n<p>NSAC spent much of 2021\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/release-letter-urges-congressional-leaders-to-prioritize-climate-solutions-for-agriculture-in-budget-reconciliation\/\" target=\"_blank\" rel=\"noreferrer noopener\">organizing<\/a>\u00a0to ensure Congress made once-in-a-generation investments to tackle the climate crisis\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/everything-you-wanted-to-know-about-budget-reconciliation\/\" target=\"_blank\" rel=\"noreferrer noopener\">through budget reconciliation<\/a>. Thanks to our advocacy, the\u00a0<em>Build Back Better Act (BBBA)<\/em>\u00a0includes approximately $90 billion in critical food and farm system investments, many with a strong climate change focus.\u00a0 Unfortunately, Congressional efforts to pass\u00a0<em>BBBA\u00a0<\/em>\u2013 the budget reconciliation package \u2013 before the end of the year have stalled. While the fate of the\u00a0<em>BBBA<\/em>\u00a0is uncertain, NSAC remains cautiously optimistic and will continue to advocate for the important investments included in the bill.\u00a0 A more comprehensive look at how the food and agriculture portions of the\u00a0<em>Build Back Better Act\u00a0<\/em>have evolved can be found\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/build-back-betters-fate-uncertain\/\" target=\"_blank\" rel=\"noreferrer noopener\">aqu\u00ed<\/a>.<\/p>\n<h3>Conservation and Energy Wins in BBBA<\/h3>\n<ul>\n<li>$9 billion in new funding for the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/conservation-environment\/environmental-quality-incentives-program\/\" target=\"_blank\" rel=\"noreferrer noopener\">Environmental Quality Incentives Program<\/a>\u00a0(EQIP). This would represent roughly a 50% increase in program funding.<\/li>\n<li>$4.1 billion for the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/conservation-environment\/conservation-stewardship-program\/\" target=\"_blank\" rel=\"noreferrer noopener\">Conservation Stewardship Program<\/a>\u00a0(CSP). This would represent roughly a 55% increase in program funding.<\/li>\n<li>$7.5 billion for the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/conservation-environment\/cooperative-conservation-partnership-initiative\/\" target=\"_blank\" rel=\"noreferrer noopener\">Regional Conservation Partnership Program<\/a>\u00a0(RCPP), a roughly 250% increase in program funding.<\/li>\n<li>$2.0 billion in new funding for\u00a0<a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/renewable-energy\/renewable-energy-energy-efficiency\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rural Energy for America<\/a>\u00a0(REAP), that would amount to a 300% increase relative to the 2018 Farm Bill.<\/li>\n<\/ul>\n<h3>Sustainable Agriculture Research Wins in BBBA<\/h3>\n<ul>\n<li>$120 million for the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/sustainable-organic-research\/sustainable-agriculture-research-and-education-program\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sustainable Agriculture Research and Education program<\/a>\u00a0(SARE).<\/li>\n<li>$60 million for the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/sustainable-organic-research\/organic-research-extension-initiative\/\" target=\"_blank\" rel=\"noreferrer noopener\">Organic Research and Education Initiative (<\/a>(OREI).<\/li>\n<li>$285 million for the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/sustainable-organic-research\/agriculture-food-research-initiative\/\" target=\"_blank\" rel=\"noreferrer noopener\">Agriculture Food and Research Initiative<\/a>\u00a0(AFRI).<\/li>\n<li>$60 million for the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/sustainable-organic-research\/specialty-crop-research-initiative\/\" target=\"_blank\" rel=\"noreferrer noopener\">Specialty Crop Research Initiative<\/a>\u00a0to carry out education, extension, and research relating to climate change.<\/li>\n<\/ul>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-55542 alignright\" src=\"https:\/\/i0.wp.com\/sustainableagriculture.net\/wp-content\/uploads\/2021\/12\/istockphoto-pandemic.jpg?resize=700%2C435&#038;ssl=1\" alt=\"\" width=\"700\" height=\"435\" \/><\/figure>\n<\/div>\n<h2>Pandemic Response<\/h2>\n<ul>\n<li><strong>The Emergency Coronavirus Relief Act of 2020<\/strong>, signed into law December 28th, 2020,\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/cfap-3-0\/\" target=\"_blank\" rel=\"noreferrer noopener\">contained a number of major investments for food &amp; agriculture, including program improvements<\/a>\u00a0compared to the previous coronavirus package, many of which reflected major NSAC priorities and programs that could support more sustainable, equitable, and just food systems. Specifically, the bill contained nearly $26 billion in support for agriculture to be split equally between anti-hunger and nutrition programs and farm and food programs. NSAC has been working throughout 2021 to help ensure program spending from this bill is distributed promptly and equitably, including through direct farmer payments and through one-time funding increases to programs like the Local Agriculture Market Program (LAMP) and Farming Opportunities Training and Outreach Program (FOTO).<\/li>\n<li><strong>The American Rescue Plan Act,<\/strong>\u00a0signed into law March 11, 2021, provided significant funding and\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/american-rescue-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\">additional resources<\/a>\u00a0to help farmers mitigate the prolonged impacts of this pandemic, including marginalized communities who were impacted the most. This included critical debt relief resources for farmers of color and new investments in supply chain safety and resilience for workers and farmers.\u00a0NSAC members and staff worked to ensure that the USDA programs developed from this bill, including grant and loan programs to support small and mid-sized processors and enhancements to local and regional food procurement programs, build towards a more resilient, regional food system.<\/li>\n<li><strong>The Pandemic Response and Safety (PRS) Grant Program,\u00a0<\/strong>announced in October, will make more than\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/covid-relief-funding-now-available-for-farmers-markets-processors-and-underserved-farmers\/\" target=\"_blank\" rel=\"noreferrer noopener\">$650 million in aid to food processors, distributors, farmers markets, and producers<\/a>\u00a0available to those who have been impacted by the pandemic.\u00a0NSAC engaged with USDA to ensure that there was certainty around the types of the expenses that were eligible for reimbursement, that paperwork required was appropriate for even the smallest producers, and that farmers markets could participate fully.<\/li>\n<li><strong>Significant Investment in Training Next-Generation Farmers and Ranchers<\/strong>, announced in October 2021,\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/over-50-million-awarded-to-train-next-generation-farmers-and-ranchers\/\" target=\"_blank\" rel=\"noreferrer noopener\">USDA is providing funding<\/a>\u00a0for 140 organizations and institutions that teach and train beginning farmers and ranchers. This investment was a result of new funding for the\u00a0<a href=\"https:\/\/nifa.usda.gov\/program\/beginning-farmer-and-rancher-development-program-bfrdp?utm_content=&amp;utm_medium=email&amp;utm_name=&amp;utm_source=govdelivery&amp;utm_term=\" target=\"_blank\" rel=\"noreferrer noopener\">Beginning Farmer and Rancher Development Program (BFRDP)<\/a>\u00a0from the Coronavirus Response and Relief Supplemental Appropriations Act of 2021.\u00a0Several NSAC members were among the grantees including Kansas Rural Center, National Center for Appropriate Technology (NCAT), Land for Good, Georgia Organics, and Michael Fields Agricultural Institute.<\/li>\n<\/ul>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter is-resized\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright\" src=\"https:\/\/lh6.googleusercontent.com\/tR-fH6TaJhSL4JOrq6oqpi8JcEBlPKR_VjTV-4SK0IpOkzp9tJCy3kSx5YA2Ohan_ApLBJdZppgg1p35cRoQnE-cdFfBT3KJZrbRuonIzNHPBNDWJnUgE5mrWaaPm2c3Zu6J3UPh\" alt=\"\" width=\"700\" height=\"500\" \/><\/figure>\n<\/div>\n<h2>Competition and Consolidation<\/h2>\n<ul>\n<li><strong>Livestock Consolidation and Concentration<\/strong>\u00a0have been issues of concern for NSAC members for decades, but they are resurgent in Washington, D.C this year as President Biden signed an<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/07\/09\/fact-sheet-executive-order-on-promoting-competition-in-the-american-economy\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u00a0Executive Order on Promoting Competition in the American Economy<\/a>, signaling a whole of government effort to address concentration and consolidation in US markets, including in agriculture.\u00a0NSAC staff and members have worked with allied groups and USDA political and professional staff to inform the much-anticipated Packers and Stockyards Act rule expected early in 2022.<\/li>\n<li><strong>An Opportunity to Reform Crop Insurance<\/strong>\u00a0began when USDA<strong>\u00a0<\/strong>announced the new\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/new-pandemic-cover-crop-program-is-a-first-step\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pandemic Cover Crop Program<\/a>\u00a0(PCCP) in June 2021. The program offered a\u00a0$5 per acre premium discount\u00a0to producers who planted qualifying cover crops during the 2021 crop year and enrolled in eligible federal crop insurance policies. The PCCP was administered by the\u00a0<a href=\"https:\/\/www.rma.usda.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">Risk Management Agency<\/a>\u00a0(RMA) and used funds from the\u00a0<a href=\"https:\/\/www.farmers.gov\/pandemic-assistance\" target=\"_blank\" rel=\"noreferrer noopener\">USDA Pandemic Assistance for Producers<\/a>\u00a0(PAP) program. NSAC has long advocated for aligning crop insurance with conservation practices. While imperfect, the PCCP was a welcome support for farmers and may represent an important next step toward aligning crop insurance with soil and water conservation programs in the future, a key element of NSAC proposals to\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/the-case-for-next-generation-crop-insurance\/\" target=\"_blank\" rel=\"noreferrer noopener\">reform crop insurance<\/a>.<\/li>\n<\/ul>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter is-resized\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright\" src=\"https:\/\/lh5.googleusercontent.com\/irsNUTFOvC1Drzk-YQPFWlZct6_02maf03QqYSdXIIxX6zzIxtP5VqRdoIqIp7RgnMVSq0X3GQUOhbCQDE3WwH93ShzDzRbJ1HRriGXPYf5Eu_3QGWQDHN3TNzNQid0pvugJ0Lk4\" alt=\"\" width=\"700\" height=\"450\" \/><\/figure>\n<\/div>\n<h2>Grassroots Organizing<\/h2>\n<ul>\n<li><strong>The Appropriations Virtual Farmer Fly-In<\/strong>, hosted in April 2021, brought together\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/farmers-care-about-sare-nsac-hosts-virtual-annual-appropriations-fly-in\/\" target=\"_blank\" rel=\"noreferrer noopener\">farmers, ranchers, and researchers from ten states<\/a>\u00a0to discuss agriculture appropriations for the 2022 fiscal year (FY22) with their Congressional delegations. The primary focus was the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/sustainable-organic-research\/sustainable-agriculture-research-and-education-program\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sustainable Agriculture Research and Extension (SARE) program<\/a>, a long-standing priority program of NSAC members, which is slated to\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/comment-national-sustainable-agriculture-coalition-nsac-responds-to-senate-agriculture-appropriations-approval-of-fy-2022-bill\/\" target=\"_blank\" rel=\"noreferrer noopener\">receive increased funding for FY22<\/a>\u00a0thanks to this advocacy. The pandemic continues to reshape how grassroots work is accomplished and virtual fly-ins offer the opportunity for farmer advocates, who might not have time during their growing season to travel to DC in person, to participate in advocacy opportunities and make their voices heard by policy makers.<\/li>\n<\/ul>\n<ul>\n<li><strong>The Agriculture Resilience Act Virtual Farmer Fly-In,\u00a0<\/strong>hosted in June 2021 after the reintroduction of the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/release-ara-delivers-bold-vision-for-net-zero-agriculture\/\" target=\"_blank\" rel=\"noreferrer noopener\">Agriculture Resilience Act<\/a>\u00a0(ARA), built on the success of the earlier Appropriations fly in. The\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/farmers-virtually-visit-the-hill-to-advocate-for-climate-action\/\" target=\"_blank\" rel=\"noreferrer noopener\">virtual farmer \u201cfly-in\u201d on climate and agriculture<\/a>\u00a0brought together farmers and advocates from 12 states who held 17 meetings with lawmakers to ask them to support the ARA and its bold vision of a climate-friendly future for agriculture. NSAC continues to work to make certain that farmers are at the center of our national response to climate change and took this opportunity to\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/farmers-need-our-help-tackling-climate-change\/\" target=\"_blank\" rel=\"noreferrer noopener\">share stories around farmers\u2019 role<\/a>\u00a0in tackling the climate crisis.<\/li>\n<\/ul>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter is-resized\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright\" src=\"https:\/\/lh5.googleusercontent.com\/CtT-TKAHh6F8MNqHajnFo2jJ7PDVS05Ib1lgsy0Y5Z8FR5FbwNSzxsG70KtlnsENktzf-2NQpyUfoKBPyX1Hp6ij0IQVcKKI2Izl3Gl3nxGLOYsuDfH3SADUCLqVR4n4anLDhvVx\" alt=\"\" width=\"800\" height=\"625\" \/><\/figure>\n<\/div>\n<h2>Organics and Research<\/h2>\n<ul>\n<li><strong>Significant Funding for Organic Cost-share and Transition\u00a0<\/strong>was announced in November 2021, when USDA created the Organic and Transitional Education and Certification Program (OTECP) and\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/20-million-now-available-for-organic-transition-and-certification-cost-share\/\" target=\"_blank\" rel=\"noreferrer noopener\">pledged $20 million in pandemic assistance<\/a>\u00a0to cover certification, education, and other expenses for agricultural producers who are certified organic or transitioning to organic. NSAC members continue to urge the USDA to provide greater support for organic farmers and ranchers and are working to ensure that USDA\u2019s broader plan to support producers transitioning to organic facilitate is comprehensive and accessible to everyone, especially BIPOC growers who have described difficulties accessing certification services.<\/li>\n<\/ul>\n<ul>\n<li><strong>First Ever SARE Briefing\u00a0<\/strong>was co-sponsored by NSAC and SARE and\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/sares-farmer-driven-research-shines-at-virtual-briefing\/\" target=\"_blank\" rel=\"noreferrer noopener\">the briefing<\/a>\u00a0showcased the impact SARE has had on supporting farmers as they overcame production challenges and worked to educate the next generation farmers. NSAC has been advocating for SARE to receive the full funding of $60 million authorized by Congress over 30 years ago. The SARE virtual briefing underscored just how important the program has been, and how much more it can do to help farmers and ranchers seeking to build the resilience of their operations and adapt to, and ultimately mitigate, the impacts of climate change.<\/li>\n<\/ul>\n<p>As we put this tumultuous and unpredictable\u00a0year behind us, we recognize there are more challenges ahead. But those challenges can also be opportunities and so we take this time to celebrate the hard-fought victories of this coalition as we prepare to build on them in 2022.
