Many farmers, ranchers, and farmworkers in our network are sick of the smoke, exhausted from consecutive years of evacuations, and recovering from the losses of crops and livestock.<\/p>\n<p>At the same time, farmers, ranchers, tribes, and other land stewards are eager to be part of the solution by scaling up cultural and prescribed fire and targeted grazing on both private and public lands. These practices \u2013 when applied at the right time and in an ecologically-informed way \u2013 can offer climate, health, and economic benefits while also improving community safety and resiliency. Unfortunately, these practices have been hampered by limited funding and a number of policy barriers.<\/p>\n<p>The Governor\u2019s proposed budget, released earlier this month, could make a significant step forward in addressing the need for funding. In addition to his proposed investments in climate smart agriculture (summarized in <a href=\"https:\/\/calclimateag.org\/es\/governor-proposes-budget-to-provide-immediate-investments-in-climate-smart-agriculture-and-more\/\" target=\"_blank\" rel=\"noopener\">our blog<\/a> last week), the Governor proposed a $1 billion investment in wildfire and forest resilience. Of this amount, $323 million is proposed for early action this spring to start forest health and fire prevention projects before the next fire season. The Governor\u2019s comprehensive wildfire resilience expenditure plan (summary table at the end of the blog) includes the following categories of investments:<\/p>\n<ul>\n<li><strong>Resilient Forests and Landscapes &#8212; $512 million.<\/strong> This category would fund a variety of forest health, fuel management, and post-fire recovery projects. The largest portion of this sum ($170 million) would go to the <a href=\"https:\/\/www.fire.ca.gov\/grants\/forest-health-grants\/\" target=\"_blank\" rel=\"noopener\">Forest Health Program<\/a>, a grant program that funds a range of activities, including prescribed fire, on private and public lands. This sum also includes $20 million to support tribes in implementing cultural fire projects and $50 million to support small forest landowners (between 20 &#8211; 5,000 acres) in developing and implementing forest management plans with a registered professional forester.<\/li>\n<li><strong>Wildfire Fuel Breaks &#8212; $335 million.<\/strong> The largest portion of this sum ($130 million) would go to the <a href=\"https:\/\/www.fire.ca.gov\/grants\/fire-prevention-grants\/\" target=\"_blank\" rel=\"noopener\">Fire Prevention Grants Program<\/a>, which has funded projects that include prescribed grazing as part of a holistic fire risk reduction approach. This sum also includes $85 million for communities and regions to develop and implement fire safety plans and projects, as well as $50 million specifically for prescribed fire and hand crews.<\/li>\n<li><strong>Community Hardening &#8212; $38 million.<\/strong> This category would fund community and home hardening projects, including defensible space educational programs and basic home retrofits for low-income Californians.<\/li>\n<li><strong>Science-Based Management &#8212; $39 million.<\/strong> This category would support ecological monitoring and research, including the advancement of remote sensing technologies.<\/li>\n<li><strong>Forest Sector Economic Stimulus &#8212; $76 million<\/strong>. This category includes $49 million in incentives to expand commercial products utilizing wood thinned from forests and $24 million in workforce development for forest management jobs.<\/li>\n<\/ul>\n<p>In addition to this larger package, there\u2019s also a proposed investment of <strong>$2 million<\/strong> <strong>for<\/strong> <strong>UC Fire Advisors<\/strong>, who play a critical role in advancing our scientific understanding of fire in specific regions, educating the public about fire, and training land owners and managers in science-based, fire mitigation practices.<\/p>\n<p>Restoring the state\u2019s fire-adapted ecosystems will require sustained, large-scale investments over multiple decades in science-based solutions, including those led and implemented by farmers, ranchers, and tribes. The Governor\u2019s proposed wildfire resilience expenditure plan, if approved by the legislature, would be a good start.<\/p>\n<p>But make no mistake: until we stop climate change <em>y<\/em> make significant progress in restoring the state\u2019s fire-adapted ecosystems, the state will continue to experience more frequent and severe wildfires. As such, the state must do more to protect farmworkers from the health impacts of wildfire smoke and improve access to farms and ranches during mandatory fire evacuation orders so farmers and ranchers can use their skills and equipment to protect their lands, livestock, and livelihoods.<\/p>\n<p>CalCAN will be advocating this year for policies that achieve the following four objectives:<\/p>\n<ul>\n<li>Scale Up Cultural and Prescribed Fire<\/li>\n<li>Scale Up Targeted Grazing<\/li>\n<li>Improve Access to Farms and Ranches During Fire-Related Closures<\/li>\n<li>Protect Farmworkers from Wildfire Smoke<\/li>\n<\/ul>\n<p>In the coming weeks, we will publish a series of blogs diving into some of the policy barriers and solutions to achieving each of these objectives.<\/p>\n<p>If you\u2019re a farmer, rancher, farmworker, or tribal member and interested in sharing your experience on any of these wildfire issues with us, we would love to hear from you.
