In these times of pain, uncertainty, reflection, and action, two things are certain: (1) our country and our world as we know it will never quite be the same, and (2) the National Sustainable Agriculture Coalition (NSAC) will not stop advocating for our nation\u2019s small-scale, diversified, beginning, underserved, conservation-minded and local\/regional farmers \u2013 even through a global pandemic.<\/p>\n<p>As we get ready to ring in a new year (and welcome in a new Congress as well as a new Administration with it), it is time to reflect on what policy wins and fights the sustainable agriculture movement has borne witness to throughout this trying year.<\/p>\n<p>Without further ado, here is NSAC\u2019s list of Top 20 Wins (and Fights!) of 2020:<\/p>\n<h2 class=\"has-text-align-center\"><strong>WINS<\/strong><\/h2>\n<h2 class=\"has-text-align-center\"><strong>COVID-19 Response and Appropriations<\/strong><\/h2>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\">\n<figure id=\"attachment_54569\" aria-describedby=\"caption-attachment-54569\" style=\"width: 562px\" class=\"wp-caption alignright\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-54569\" src=\"https:\/\/i0.wp.com\/sustainableagriculture.net\/wp-content\/uploads\/2020\/12\/lady-shopping-at-farmers-market-with-mask-no-credit-700x394.png?resize=562%2C316&#038;ssl=1\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" srcset=\"https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2020\/12\/lady-shopping-at-farmers-market-with-mask-no-credit-700x394.png 700w, https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2020\/12\/lady-shopping-at-farmers-market-with-mask-no-credit-300x169.png 300w, https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2020\/12\/lady-shopping-at-farmers-market-with-mask-no-credit-768x432.png 768w, https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2020\/12\/lady-shopping-at-farmers-market-with-mask-no-credit-1536x864.png 1536w, https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2020\/12\/lady-shopping-at-farmers-market-with-mask-no-credit-2048x1152.png 2048w\" alt=\"\" width=\"562\" height=\"316\" \/><figcaption id=\"caption-attachment-54569\" class=\"wp-caption-text\">Photo courtesy of NSAC.<\/figcaption><\/figure><\/figure>\n<\/div>\n<ol>\n<li><strong>Numerous COVID-19 Farmer Relief Bills Introduced \u2013\u00a0\u00a0<\/strong>NSAC worked with champions in the House and Senate to introduce over a dozen\u00a0<a href=\"https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2020\/12\/Post-Election-C4-Priorities-Letter-FINAL.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">COVID-19 relief bills<\/a>\u00a0to support small-scale producers impacted by the pandemic. Bills like the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/release-the-local-and-regional-farmer-and-market-support-act-would-deliver-critical-pandemic-aid-for-farmers-ranchers-and-local-food-businesses\/\" target=\"_blank\" rel=\"noopener noreferrer\">Local Farmer Act<\/a>\u00a0(H.R. 896) and\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/is-there-help-on-the-horizon\/\" target=\"_blank\" rel=\"noopener noreferrer\">the Food Supply Protection Act<\/a>\u00a0(S. 3840) would both provide meaningful support to impacted farmers, ranchers, and critical local and regional food systems businesses, while the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/release-the-strengthening-local-processing-act\/\" target=\"_blank\" rel=\"noopener noreferrer\">Strengthening Local Processing Act<\/a>\u00a0(H.R. 8431 and S. 5066) would address the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/meat-and-poultry-supply-chain\/\" target=\"_blank\" rel=\"noopener noreferrer\">failure of the concentrated meat supply chain<\/a>\u00a0exposed by the pandemic.<\/li>\n<\/ol>\n<ol start=\"2\">\n<li><strong>Direct COVID-19 Relief Secured for Small-Scale, Sustainable Farmers \u2013\u00a0<\/strong>NSAC mobilized to improve the U.S. Department of Agriculture\u2019s (USDA) Coronavirus Food Assistance Program (CFAP) when funding proved inadequate for farmers who market locally, regionally, or direct-to-consumer and for farmers of color hit hard by the pandemic.\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/cfap2-signup\/\" target=\"_blank\" rel=\"noopener noreferrer\">CFAP 2.0 was better<\/a>, available to more farmers and covered more products. The explicit inclusion of local food in the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/closer-look-farmer-relief-senate-pandemic-package\/\" target=\"_blank\" rel=\"noopener noreferrer\">CARES Act<\/a>, championed by NSAC and\u00a0<a href=\"https:\/\/sustainableagriculture.net\/take-action\/draft-farmer-pandemic-aid-package-take-action-page\/\" target=\"_blank\" rel=\"noopener noreferrer\">our members\u2019 grassroots mobilization<\/a>, made these improvements possible.\u00a0Additionally, Congress is on the verge of passing another\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/release-last-minute-coronavirus-relief-package-will-strengthen-our-farm-and-food-system\/\" target=\"_blank\" rel=\"noreferrer noopener\">historic round of COVID-19 assistance<\/a>\u00a0which includes additional funds for local food, beginning and underserved farmers.<\/li>\n<\/ol>\n<ol start=\"3\">\n<li><strong>Direct Outreach Efforts for COVID-19 Aid Access \u2013\u00a0<\/strong>With relief funding secured, NSAC partnered with several member organizations to provide direct support to farmers on the ground who could benefit from CFAP aid. These outreach efforts centered farmers that may otherwise not receive support in the application process, including beginning farmers and farmers of color, due to lack of experience accessing USDA programing or the legacy of discrimination at the Farm Service Agency (FSA).<\/li>\n<\/ol>\n<ol start=\"4\">\n<li><strong>Farmer Fly-In, Pandemic-Style \u2013\u00a0<\/strong>NSAC<strong>\u00a0<\/strong>held our\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/farmers-call-on-congress-appropriations-virtual-nsac-fly-in\/\" target=\"_blank\" rel=\"noopener noreferrer\">first virtual fly-in<\/a>\u00a0this spring, where farmers held conference calls with Senators and Representatives from their home states to discuss the benefits of federal sustainable agriculture programs and how Congress could support farmers and local food systems during COVID-19. We are hopeful that this represents a shift in how constituents may continue to engage with their representatives in the future, as taking time off the farm to fly to our nation\u2019s capital is not accessible for most farmers.<\/li>\n<\/ol>\n<ol start=\"5\">\n<li><strong>Appropriations Process Yield Wins \u2013\u00a0<\/strong>Following months of waiting, the final Fiscal Year (FY) 2021 appropriations bill includes a number of big wins for the sustainable agriculture community! Thanks in large part to NSAC\u2019s advocacy, the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/sustainable-organic-research\/sustainable-agriculture-research-and-education-program\/\" target=\"_blank\" rel=\"noopener noreferrer\">Sustainable Agriculture Research and Education (SARE)<\/a>\u00a0Program will receive $40 million \u2013 the highest funding level ever for the program. Photo courtesy of NSAC.<\/figcaption><\/figure><\/figure>\n<\/div>\n<ol start=\"6\">\n<li><strong>Farmers Commit to Be Part of the Climate Solution\u00a0<\/strong>\u2013 NSAC delivered its\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/farmers-sign-congressional-call-for-action-on-the-climate-crisis\/\" target=\"_blank\" rel=\"noopener noreferrer\">Farmer Climate Letter<\/a>\u00a0to Rep. Castor (D-FL) and Rep. Brownley (D-CA) of the House Select Committee on the Climate Crisis. The letter was signed by over 2,100 farmers and ranchers across the country expressing their commitment to being part of the climate solution and calling on Congress to provide the tools and resources they need to be active partners in our climate mitigation efforts.<\/li>\n<\/ol>\n<ol start=\"7\">\n<li><strong>Groundbreaking Agriculture Resilience Act Introduced\u00a0<\/strong>\u2013 The Agriculture Resilience Act (ARA, H.R. 5861) is the most comprehensive piece of legislation on\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/comprehensive-climate-and-agriculture-house-legislation\/\" target=\"_blank\" rel=\"noopener noreferrer\">climate change and agriculture<\/a>, setting an aggressive but achievable plan for agriculture to reach net zero carbon emissions by 2050. NSAC helped to craft this bill and outlined many of the provisions in ARA in an in-depth\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/climate-and-agriculture-legislation-roundup\/\" target=\"_blank\" rel=\"noopener noreferrer\">blog series<\/a>.\u00a0 Additionally, the vast majority of the bill\u2019s provisions were included in the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/agriculture-underscored-house-climate-committee-report\/\" target=\"_blank\" rel=\"noopener noreferrer\">Congressional Action Plan on Solving the Climate Crisis<\/a>\u00a0published by the House Select Committee on the Climate Crisis this summer.<\/li>\n<\/ol>\n<ol start=\"8\">\n<li><strong>Congress Listens to Climate Stewards<\/strong>\u00a0\u2013\u00a0NSAC\u2019s comments, recommendations, and\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/release-moving-net-zero-climate-release\/\" target=\"_blank\" rel=\"noopener noreferrer\">publications<\/a>\u00a0on the climate crisis have been incorporated into major reports published by the Climate Crisis Committees in both the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/agriculture-underscored-house-climate-committee-report\/\" target=\"_blank\" rel=\"noopener noreferrer\">House<\/a>\u00a0and the\u00a0<a href=\"https:\/\/www.schatz.senate.gov\/imo\/media\/doc\/SCCC_Climate_Crisis_Report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Senate<\/a>\u00a0this year. NSAC submitted comments to the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2019\/11\/Select-Cmt-Climate-Crisis-NSAC-Comments-112219.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">House Select Committee on the Climate Crisis<\/a>, El\u00a0<a href=\"https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2020\/11\/NSAC-Response_Senate-Democrats_Special-Cmt-Climate-Crisis_061920.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Senate Democrats\u2019 Special Committee on the Climate Crisis<\/a>, and to USDA on its Agricultural Innovation Agenda (<a href=\"https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2020\/08\/NSAC_AIA-Comment_07312020.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Round 1<\/a>,\u00a0<a href=\"https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2020\/12\/NSAC-Comment_Ag-Innovation-Agenda_Round-2_11092020.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Round 2<\/a>), outlining the steps Congress and USDA can and must take to equip farmers and ranchers to mobilize around and cope with the climate crisis.<\/li>\n<\/ol>\n<ol start=\"9\">\n<li><strong>Stewards of Conservation Abound\u00a0<\/strong>\u2013 NSAC published the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/new-edition-of-nsacs-farmers-guide-to-the-conservation-stewardship-program-just-released\/\" target=\"_blank\" rel=\"noopener noreferrer\">Farmers\u2019 Guide to the Conservation Stewardship Program (CSP)<\/a>, the country\u2019s largest private lands conservation program. The guide provides farmers and ranchers looking to enroll or renew contracts in CSP with helpful, comprehensive, and accurate information about the program. We promoted CSP signup dates in numerous states, too, and saw growing interest in the program as a result.<\/li>\n<\/ol>\n<ol start=\"10\">\n<li><strong>Organics Get a Boost \u2013\u00a0<\/strong>Results of the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/2019-organic-survey-finds-big-gains-for-organic\/\" target=\"_blank\" rel=\"noopener noreferrer\">NASS 2019 Organic Production Survey<\/a>, which NSAC helped secure funding for, indicate a 31 percent increase in organic sales since 2016 \u2013 showing that demand for organics continues to defy expectations as consumers recognize its many benefits. Photo courtesy of NSAC.<\/figcaption><\/figure><figcaption><\/figcaption><\/figure>\n<\/div>\n<ol start=\"11\">\n<li><strong>Racial Equity Centered in Presidential Transition Recommendations \u2013\u00a0<\/strong>NSAC published\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/biden-harris-sustag-policy-recs\/\" target=\"_blank\" rel=\"noopener noreferrer\">over two hundred actionable policy recommendations for the Biden-Harris Administration<\/a>\u00a0to act on as soon as they are sworn into office. At the core of the plan is a call for a dedicated agenda to address inequities in agriculture and support the rights of Black, Brown and Indigenous farmers in the pursuit of climate crisis mitigation, regional food supply chain infrastructure, antitrust enforcement, and public research investments.<\/li>\n<\/ol>\n<ol start=\"12\">\n<li><strong>Black Farm Cooperatives Celebrated \u2013<\/strong><strong>\u00a0<\/strong>NSAC\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/nsac-co-hosts-webinar-on-black-farm-cooperatives\/\" target=\"_blank\" rel=\"noopener noreferrer\">co-facilitated a virtual panel<\/a>\u00a0alongside the\u00a0<a href=\"https:\/\/www.cofed.coop\/\" target=\"_blank\" rel=\"noopener noreferrer\">Cooperative Food Empowerment Directive (CoFED)<\/a>\u00a0to celebrate the accomplishments, history, and challenges of Black farm cooperatives in the United States. Together, participants and experts shared tools, resources, and examples of how to build sustainable economies through cooperative farming.<\/li>\n<\/ol>\n<ol start=\"13\">\n<li><strong>Allocation of USDA Programs Tracked and Measured \u2013\u00a0<\/strong>NSAC analyzed the implementation of numerous USDA programs utilizing an equity lens according to race, region, and organization-type. These included reports on\u00a0<a href=\"https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2020\/02\/FY18-CSP-Data-Special-Report_FINAL.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">CSP enrollment<\/a>, El\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/funding-cut-for-2501-program-despite-record-need-to-respond-to-covid-19-pandemic\/\" target=\"_blank\" rel=\"noopener noreferrer\">2501 Program<\/a>, El\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/16-million-invested-to-train-beginning-farmers-where-does-it-go\/\" target=\"_blank\" rel=\"noopener noreferrer\">Beginning Farmer and Rancher Development Program<\/a>, El\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/fsop-data-analysis\/\" target=\"_blank\" rel=\"noopener noreferrer\">Food Safety Outreach Program<\/a>, y el\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/fy20-local-food-awards\/\" target=\"_blank\" rel=\"noopener noreferrer\">Farmers Market and Local Food Promotion Program<\/a>.<\/li>\n<\/ol>\n<ol start=\"14\">\n<li><strong>Beginning Farmer Coordinators Deployed Across Country \u2013<\/strong>\u00a0USDA announced a new team of\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/usda-bfr-coordinators\/\" target=\"_blank\" rel=\"noopener noreferrer\">State Beginning Farmer Coordinators<\/a>\u00a0to ensure there is a dedicated advocate for beginning farmers in every part of the country, as mandated in the 2018 Farm Bill and long\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/beginning-farmer-act-2017\/\" target=\"_blank\" rel=\"noopener noreferrer\">championed by NSAC<\/a>. This will help first generation farmers, young farmers, urban producers, immigrant and refugee farmers, and farmers of color to tap USDA resources to build successful and sustainable farming operations.<\/li>\n<\/ol>\n<ol start=\"15\">\n<li><strong>Access to Crop Insurance Expanded for Local Food \u2013\u00a0<\/strong>For the 2021 crop insurance year,\u00a0<a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/credit-crop-insurance\/whole-farm-revenue-protection-for-diversified-farms\/\" target=\"_blank\" rel=\"noopener noreferrer\">Whole Farm Revenue Protection<\/a>\u00a0(WFRP) will now be available\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/rma-releases-updates-to-the-whole-farm-revenue-protection-program\/\" target=\"_blank\" rel=\"noopener noreferrer\">for producers who sell to direct markets<\/a>. The update is intended to reduce the paperwork for direct market producers, and will prove a helpful tool that increases access to WFRP for the small-scale and diversified farmers the program was designed to serve.<\/li>\n<\/ol>\n<ol start=\"16\">\n<li><strong>Inaugural Urban Agriculture and Community Compost Funding Opportunities \u2013\u00a0<\/strong>USDA\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/urban-agriculture-and-compost-grants\/\" target=\"_blank\" rel=\"noopener noreferrer\">finally stood up the Office of Urban Agriculture<\/a>\u00a0this year, with programs to support urban agriculture and innovative production activities as well as compost and food waste reduction projects. The office was created in the 2018 Farm Bill with support from NSAC, but it was not fully implemented because no money was allocated by Congress. Photo courtesy of NSAC.<\/figcaption><\/figure><\/figure>\n<\/div>\n<ol start=\"17\">\n<li><strong>Farmers and Ranchers Suffer from Undue Preference Final Rule \u2013\u00a0<\/strong>USDA\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/release-fair-competition-livestock-rule-fails-to-advance-needed-reforms\/\" target=\"_blank\" rel=\"noopener noreferrer\">published a final rule<\/a>\u00a0on the Packers and Stockyards Act of 1921 to create criteria for determining whether meat packers give undue or unreasonable preference or advantage to one producer over another, as mandated by the 2018 Farm Bill. The published criteria provide a blanket defense for anticompetitive practices by corporate integrators in the poultry, hog, and beef markets at the expense of small-scale or contracted producers, in direct contrast to the\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/usda-farmer-fair-practice-rules\/\" target=\"_blank\" rel=\"noopener noreferrer\">Farmer Fair Practice Rules celebrated by NSAC<\/a>\u00a0at the end of the Obama Administration (<a href=\"https:\/\/sustainableagriculture.net\/blog\/delay-on-ffpr-2017\/\" target=\"_blank\" rel=\"noopener noreferrer\">promptly withdrawn<\/a>\u00a0by the Trump Administration). NSAC calls on the Biden-Harris Administration to revoke this final rule, which fails to protect growers and respect the intent of Congress.<\/li>\n<\/ol>\n<ol start=\"18\">\n<li><strong>Reversal on Payment Limits Sold Out Farmers \u2013\u00a0<\/strong>The Trump Administration issued a landmark final rule on payment limitations and eligibility this summer to limit tax-funded subsidy recipients to family members who are\u00a0<em>actively<\/em>\u00a0engaged in farming (not just on paper) as mandated by Congress \u2013 then\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/release-usda-reversal-on-payment-limits-sells-out-farmers\/\" target=\"_blank\" rel=\"noopener noreferrer\">abruptly reversed course<\/a>. NSAC urges the incoming Biden-Harris Administration to revisit this rule, which will perpetuate farm consolidation at the expense of young and beginning farmers and farmers of color.<\/li>\n<\/ol>\n<ol start=\"19\">\n<li><strong>CSP Final Rule Misses the Point, Fails Farmers and the Environment \u2013\u00a0<\/strong>The Conservation Stewardship Program (CSP) final rule, published in October, directly contradicts decisions made by Congress by\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/csp-rule-fails-farmers\/\" target=\"_blank\" rel=\"noopener noreferrer\">putting conservation-focused small farmers and ranchers at a disadvantage<\/a>. NSAC blasted the Trump Administration\u2019s blatant disregard for statute and urged the incoming Biden-Harris Administration to revisit this rule and bring it in-line with the intent of Congress.<\/li>\n<\/ol>\n<ol start=\"20\">\n<li><strong>Funding For 2501 Program Cut and Diverted \u2013\u00a0<\/strong>En\u00a0<a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/farming-opportunities\/socially-disadvantaged-farmers-program\/\" target=\"_blank\" rel=\"noopener noreferrer\">Outreach and Assistance for Socially Disadvantaged and Veteran Farmers and Ranchers Program<\/a>\u00a0(or 2501 Program) saw its funding shrunk as\u00a0<a href=\"https:\/\/sustainableagriculture.net\/blog\/funding-cut-for-2501-program-despite-record-need-to-respond-to-covid-19-pandemic\/\" target=\"_blank\" rel=\"noopener noreferrer\">the Trump Administration diverted funds<\/a>\u00a0to a separate, administratively created initiative. This means that fewer BIPOC-serving organizations will receive less funding for critical technical assistance at a time when farmers of color are disproportionately impacted by the COVID-19 pandemic. NSAC worked with partners and congressional champions to\u00a0<a href=\"https:\/\/lujan.house.gov\/media-center\/press-releases\/udall-lujan-smith-demand-answers-from-usda-on-trump-administration-diverting-funds-from-nm-farmers-amid-covid-19-pandemic\" target=\"_blank\" rel=\"noopener noreferrer\">provide critical oversight on the Trump Administration<\/a>, demanding transparency and accountability. We will work with the incoming Biden-Harris Administration to ensure the impacts of this misuse of funds are rectified.<\/li>\n<\/ol>\n<p>This year has been difficult, but we have pulled through it together. It is time to channel the hard lessons that we learned this year and apply them to our shared fights ahead\u2026 but first, just for a moment, celebrate! We could not have achieved all of the important wins listed above without the continuous support and hard work of our members, allies, champions, and supporters \u2013 without\u00a0<em>you<\/em>.
