{"id":13362,"date":"2020-05-27T11:05:03","date_gmt":"2020-05-27T18:05:03","guid":{"rendered":"https:\/\/calcanstaging.kinsta.cloud\/?p=13362"},"modified":"2020-05-27T11:12:11","modified_gmt":"2020-05-27T18:12:11","slug":"budget-update-funding-for-climate-smart-agriculture-programs-uncertain","status":"publish","type":"post","link":"https:\/\/calclimateag.org\/es\/budget-update-funding-for-climate-smart-agriculture-programs-uncertain\/","title":{"rendered":"Budget Update: Funding for Climate Smart Agriculture Programs Uncertain"},"content":{"rendered":"<p>The coronavirus pandemic is taking a toll on state revenues, with Governor Newsom\u2019s administration projecting a $54 billion state budget deficit through the summer of 2021. The Governor\u2019s May revise budget proposes significant cuts to education, social services, and environmental protection to meet the state\u2019s requirement of a balanced budget. The loss is state revenue also puts the state\u2019s efforts to reduce greenhouse gas emissions and keep the state on track to meet its climate change and related public health goals in jeopardy.<\/p>\n<p>Among the programs cut in the Governor\u2019s budget proposal is the <a href=\"https:\/\/calclimateag.org\/es\/solutions\/waterstewardship\/\" target=\"_blank\" rel=\"noopener noreferrer\">State Water Efficiency and Enhancement Program (SWEEP<\/a>), the climate smart agriculture program. Back in January the Governor proposed to fund SWEEP, as part of his new <a href=\"http:\/\/waterresilience.ca.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">Water Resiliency Portfolio<\/a>, with $20 million in General Fund dollars. With state tax receipts down significantly new General Fund expenditures have been reduced or eliminated in the May revise budget. However, the SWEEP funding cut comes at a significant time for the state\u2019s farmers as California may be headed into <a href=\"https:\/\/calclimateag.org\/es\/california-southwest-on-edge-of-megadrought-cas-climate-smart-ag-programs-at-the-ready-to-make-a-difference\/\" target=\"_blank\" rel=\"noopener noreferrer\">another prolonged drought<\/a>.<\/p>\n<p>While the Governor proposes to maintain the Greenhouse Gas Reduction Fund (GGRF) dollars for the state\u2019s climate change programs, he has proposed a \u201cpay as you go\u201d system and a prioritization of those programs that could result in no funding for the <a href=\"https:\/\/calclimateag.org\/es\/solutions\/healthysoils\/\" target=\"_blank\" rel=\"noopener noreferrer\">Programa de suelos sanos<\/a> y <a href=\"https:\/\/calclimateag.org\/es\/solutions\/livestockmethane\/\" target=\"_blank\" rel=\"noopener noreferrer\">Programa alternativo de gesti\u00f3n del esti\u00e9rcol<\/a> in the upcoming budget year, which depend on annual appropriations from the GGRF.<\/p>\n<p>With the uncertainties of the pandemic and its impact on greenhouse gas emissions, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-05-14\/cleaner-air-is-actually-hobbling-california-s-climate-fight\" target=\"_blank\" rel=\"noopener noreferrer\">carbon market pundits<\/a> are raising concerns that the state\u2019s cap and trade auctions may not perform well this year, resulting in fewer dollars deposited into the GGRF. California allocates roughly 65 percent of the GGRF dollars on a continuously basis to a number of climate change programs with a small but significant fraction going to the Sustainable Agricultural Lands Conservation (SALC) program. The remaining 35 percent of GGRF goes to annually appropriated programs, like Healthy Soils and AMMP.<\/p>\n<figure id=\"attachment_12188\" aria-describedby=\"caption-attachment-12188\" style=\"width: 300px\" class=\"wp-caption alignleft\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-12188\" src=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2020\/01\/HS-Profile-Photo_Robles-Farm-2.jpg?resize=300%2C169&#038;ssl=1\" alt=\"\" width=\"300\" height=\"169\" \/><figcaption id=\"caption-attachment-12188\" class=\"wp-caption-text\">Jose Robles of Robles Farm in Stanislaus County, a Healthy Soils Program Grant Recipient<\/figcaption><\/figure>\n<p>Under the Governor\u2019s plan, those annually appropriated programs would be prioritized with wildfire, safe drinking water, AB 617 (community air pollution), and FARMER (ag equipment upgrades) programs funded first.\u00a0 Any remaining funds would be dispersed to the other annually appropriated GGRF programs. However, given anticipated carbon market shortfalls its unlikely remaining programs would see much funding in the 2020-21 budget year. \u00a0This is especially difficult for <a href=\"https:\/\/calclimateag.org\/es\/healthy-soils-program-sees-record-demand-despite-pandemic-22-million-in-incentives-grants-announced\/\" target=\"_blank\" rel=\"noopener noreferrer\">Suelos sanos<\/a> y <a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/AMMP\/\" target=\"_blank\" rel=\"noopener noreferrer\">AMMP<\/a>, both of which are oversubscribed with a backlog of hundreds of farmer applications.<\/p>\n<p>The Governor\u2019s budget proposal also withdraws funding for what was his newly proposed Climate Catalyst Fund, which would have provided low-interest loans for climate projects. The Governor has also withdrawn his climate resilience bond proposal that was to go before the voters in the fall. However, the administration does not appear to have entirely walked away from a possible bond measure as discussions continue in and outside of the administration and in the legislature about a possible economic recovery\/ resilience bond measure.<\/p>\n<p>While the legislature must pass a budget by June 15<sup>th<\/sup>, the legislature will not take up the final GGRF expenditure until after the budget is passed.
