{"id":11061,"date":"2019-05-09T22:47:30","date_gmt":"2019-05-09T22:47:30","guid":{"rendered":"https:\/\/calcanstaging.kinsta.cloud\/?p=11061"},"modified":"2020-02-12T16:05:14","modified_gmt":"2020-02-13T00:05:14","slug":"governor-proposes-additional-funds-for-healthy-soils-cuts-other-climate-smart-ag-programs","status":"publish","type":"post","link":"https:\/\/calclimateag.org\/es\/governor-proposes-additional-funds-for-healthy-soils-cuts-other-climate-smart-ag-programs\/","title":{"rendered":"Governor Proposes Additional Funds for Healthy Soils, Cuts Other Climate Smart Ag Programs"},"content":{"rendered":"<p>With today\u2019s budget announcement from Governor Gavin Newsom, <a href=\"https:\/\/calclimateag.org\/es\/solutions\/healthysoils\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Suelos sanos<\/a> received another proposed boost in funding, increasing the program\u2019s proposed funding to $28 million, up from $18 million in the Governor\u2019s January budget. However, other Climate Smart Agriculture programs did not fare as well.<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">Water\/Climate Smart Program Zeroed Out<\/h2>\r\n\r\n\r\n\r\n<p>The Governor failed to propose any funding for the <a href=\"https:\/\/calclimateag.org\/es\/solutions\/waterstewardship\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">State Water Efficiency and Enhancement Program (SWEEP)<\/a>, the state\u2019s on-farm water use efficiency program. This despite the fact that this popular program continues to be oversubscribed. In March, nearly 350 farmers applied for SWEEP grants, seeking more than $27 million in funding. Without climate change investment funding, SWEEP will be out of funding by the end of this year. CalCAN is seeking $40 million for SWEEP.<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">Dairy Methane Cut<\/h2>\r\n\r\n\r\n\r\n<p>The Governor did propose an additional $10 million for dairy methane programs in his May revise budget. However, the outcome is an overall cut to funding for dairy methane programming because of earlier proposed cuts\u2013down from $99 million in the current fiscal year (FY) to a proposed $35 million for FY \u201819-\u201820. These funds are split between the <a href=\"https:\/\/calclimateag.org\/es\/ammp\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Alternative Manure Management Program (AMMP) (opens in a new tab)\">Programa alternativo de gesti\u00f3n del esti\u00e9rcol<\/a> and the Dairy Digester Research and Development Program (DDRDP).<\/p>\r\n\r\n\r\n\r\n<p>This comes after <a href=\"https:\/\/calclimateag.org\/es\/record-high-numbers-of-dairy-producers-seek-funds-for-methane-reduction\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">record high AMMP applications<\/a> this spring with over 90 dairies and livestock operations seeking more than $54 million in project funds. CalCAN is seeking a budget line item for AMMP of $40 million.<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">Adaptation Left Behind<\/h2>\r\n\r\n\r\n\r\n<p>CalCAN is also seeking funding for climate change <a href=\"https:\/\/calclimateag.org\/es\/ag-adaptation-tools-bill-advances\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">adaptation tools<\/a> for farmers. The modest funding of $2 million would go towards developing adaptation tools to incorporate climate risks into business and farm management plans, pilot those tools and train agricultural professionals how to use them. The Governor did not include the adaptation tools funding in his budget.<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">What\u2019s next?<\/h2>\r\n\r\n\r\n\r\n<p>Governor Newsom has made clear his <a href=\"https:\/\/calclimateag.org\/es\/healthy-soils-is-a-passion-says-governor-newsom\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">passion for healthy soils<\/a>. This central climate smart agriculture program offers multiple benefits to farmers and our environment, but we cannot afford to take a siloed approach to agricultural solutions to climate change.\u00a0<\/p>\r\n\r\n\r\n\r\n<p>We must embrace holistic strategies that include <a href=\"https:\/\/calclimateag.org\/es\/on-farm-water-conservation-bill-advances\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"SWEEP 2.0 that achieves water savings and groundwater sustainability (opens in a new tab)\">SWEEP 2.0 that achieves water savings and groundwater sustainability<\/a>. We need climate risks tools for farmers that support <a href=\"https:\/\/calclimateag.org\/es\/solutions\/onfarmresilience\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"agriculture\u2019s viability (opens in a new tab)\">agriculture\u2019s viability<\/a> and the state\u2019s long-term food security.
