{"id":10877,"date":"2019-04-11T19:19:08","date_gmt":"2019-04-11T19:19:08","guid":{"rendered":"https:\/\/calcanstaging.kinsta.cloud\/?p=10877"},"modified":"2019-06-05T19:44:15","modified_gmt":"2019-06-05T19:44:15","slug":"on-farm-water-conservation-bill-advances","status":"publish","type":"post","link":"https:\/\/calclimateag.org\/es\/on-farm-water-conservation-bill-advances\/","title":{"rendered":"On-Farm Water Conservation Bill Advances"},"content":{"rendered":"<p>SACRAMENTO \u2013 Assembly Bill 1086, a CalCAN-sponsored bill, passed out of the Assembly Water, Parks and Wildlife Committee earlier this week. The bill, authored by Assemblymember Rebecca Bauer-Kahan (pictured above), will codify into law and make stakeholder- and expert-driven improvements to the <a href=\"https:\/\/calclimateag.org\/es\/sweep\/\" target=\"_blank\" rel=\"noopener noreferrer\">State Water Efficiency &amp; Enhancement Program (SWEEP<\/a>).<\/p>\n<h2>What is SWEEP?<\/h2>\n<p>SWEEP is the only state program that incentivizes farmers to improve on-farm water use efficiency. The program provides financial assistance to growers for improvements to irrigation system that reduce both on-farm water use and greenhouse gas emissions. The administering agency, <a href=\"https:\/\/www.cdfa.ca.gov\/oefi\/sweep\/\" target=\"_blank\" rel=\"noopener noreferrer\">California Department of Food &amp; Agriculture (CDFA)<\/a>, estimates that over 75,368 metric tons of CO2e will be reduced annually through the state\u2019s more than 600 SWEEP projects, the equivalent of removing 16,139 cars from the road for one year. Moreover, CDFA estimates that SWEEP projects will reduce recipients\u2019 annual water use by over 101,050 acre-ft, enough to fill 50,000 Olympic-sized swimming pools. Learn <a href=\"https:\/\/calclimateag.org\/es\/solutions\/waterstewardship\/\" target=\"_blank\" rel=\"noopener noreferrer\">more about SWEEP<\/a>.<\/p>\n<p>Since its inception in 2014, CalCAN has been the leading advocate for SWEEP because we know that drought is a persistent threat to farmers. Despite occasional wet years, climate scientists predict the risk of drought to increase by 50 percent over the next 80 years by 2100 (<a href=\"https:\/\/www.mdpi.com\/2073-4395\/8\/3\/25\" target=\"_blank\" rel=\"noopener noreferrer\">Pathak, 2018<\/a>).<\/p>\n<p>CalCAN bases our work on SWEEP directly on stakeholder feedback. For <a href=\"https:\/\/calclimateag.org\/wp-content\/uploads\/2018\/09\/SWEEP-Policy-Brief-CalCAN-9-11-18.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">our most recent report on SWEEP<\/a> in 2018, we interviewed farmers with program experience, technical assistance providers who had worked with more than 150 applicants, and reviewers who had evaluated hundreds of SWEEP applications. Also see our <a href=\"https:\/\/calclimateag.org\/wp-content\/uploads\/2018\/10\/SWEEP-Report-Rounds-1-4-combined-2016.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">2016 SWEEP Progress Report<\/a> for a much more quantitative analysis of program impacts.<\/p>\n<h2>Creating SWEEP 2.0<\/h2>\n<p>CalCAN has worked closely with AB 1086 author Assemblymember Bauer-Kahan\u2019s office to incorporate key program improvements in the bill to increase SWEEP\u2019s reach and effectiveness and prepare the state\u2019s farmers most at risk of the next drought. AB 1086 would continue to aid farmers and ranchers in conserving water and energy while also expanding the program scope to consider groundwater sustainability and water quality.<\/p>\n<blockquote><p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-10880 size-medium alignright\" src=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2019\/04\/RunstenTestimonyAB1086.png?resize=300%2C207&#038;ssl=1\" alt=\"\" width=\"300\" height=\"207\" srcset=\"https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2019\/04\/RunstenTestimonyAB1086.png?resize=300%2C207&amp;ssl=1 300w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2019\/04\/RunstenTestimonyAB1086.png?resize=768%2C531&amp;ssl=1 768w, https:\/\/i0.wp.com\/calclimateag.org\/wp-content\/uploads\/2019\/04\/RunstenTestimonyAB1086.png?w=814&amp;ssl=1 814w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>\u201cPeople want micro-irrigation because it increases yields and economic returns, but it also has environmental benefits of reducing runoff and stopping leaching of fertilizers into the groundwater. There\u2019s a lot of trade-offs that are going to occur in California agriculture, but we believe that SWEEP could be a very important part of solving water problems in California.\u201d<\/p>\n<p>\u2013 Dave Runsten, Policy Director at Community Alliance with Family Farmers (CAFF) in his testimony during the April 9<sup>th<\/sup> Assembly Water, Parks and Wildlife Committee hearing<\/p><\/blockquote>\n<p>The bill also calls for targeted, culturally competent training for irrigation operators to maximize the benefits of these SWEEP projects. Irrigation companies unfortunately do not offer such trainings because it is not a profitable aspect of their business. AB 1086 authorizes CDFA to fill the gap and fund trainings by qualified technical assistance providers like those at the University of California Cooperative Extension and many Resource Conservation Districts.<\/p>\n<p>AB 1086 also seeks to improve the reach and impact of SWEEP funding by including provisions to prioritize small farms (500 acres or less) and socially disadvantaged farmers and ranchers in the application process. To ensure that SWEEP synergizes with the many regional efforts across the state to achieve groundwater sustainability by 2040, the bill would also authorize CDFA to pursue integrated pilot projects with local irrigation districts and Groundwater Sustainability Agencies.<\/p>\n<blockquote><p>\u201cAgriculture in California, from our point of view, faces an existential crisis around water as the climate heats up, as we try to stop overdrafting groundwater, and greater environmental demands are made on surface water. We need to be as efficient as we can be during the summer and somehow find a way to recharge aquifers in the wintertime. We support AB 1086 because it will focus SWEEP on support for smaller farms that otherwise would not be able to invest in modern irrigation systems.\u201d<\/p>\n<p>\u2013 Dave Runsten, Policy Director at Community Alliance with Family Farmers (CAFF) in his aforementioned testimony<\/p><\/blockquote>\n<p>With its passage out of the Water, Parks and Wildlife Committee, AB 1086 now heads to the Assembly Appropriations Committee.
