SACRAMENTO \u2013 Assembly Bill 409<\/a>, the CalCAN-sponsored Agriculture Climate Adaptation Tools bill, passed out of the Assembly Natural Resources Committee earlier this week with a bipartisan, unanimous vote. The bill, authored by Assemblymember Monique Lim\u00f3n<\/a> (pictured above), will fund the collaborative development of farmer-centered climate adaptation decision-support tools, the piloting of those tools in three regions of the state, and trainings on climate risk management.<\/p>\n

The Ag Adaptation Tools bill is inspired, in part, by 12 listening sessions CalCAN held last fall across the state with farmers, ranchers, and the technical assistance providers who work with them.<\/p>\n

En stories we heard in those focus groups<\/a> underscore how farmers and ranchers are already experiencing the impacts of extreme weather and other climate threats. For example, one young farmer in southern California described to us losing 70% of her chickens and experiencing multiple crop failures during last July\u2019s record-breaking heat wave. We also heard stories of fruit and nut growers in the Central Valley struggling to determine which crops will still be viable with the increased risk of drought and insufficient winter chill in the decades to come.<\/p>\n

The state and its universities have made significant research investments to better understand agriculture\u2019s unique climate risks and adaptation strategies. A few prime examples include the state\u2019s 2018 Fourth Climate Assessment<\/a>, the 2013 Climate Change Consortium for Specialty Crops<\/a>, and the 2012 Agricultural Vulnerability Index<\/a>. However, our listening sessions revealed that not enough has been done to translate and package that information into practical, accessible tools for farmers and ranchers and the technical assistance providers who work with them.<\/p>\n

To elaborate on the need for such tools, Dr. Tapan Pathak provided expert testimony at the bill\u2019s hearing. Dr. Pathak is a Cooperative Extension Specialist based at UC Merced within the UC Division of Agriculture and Natural Resources and the lead author of a highly informative 2018 Agronomy paper: \u201cClimate Change Trends and Impacts on California Agriculture: A Detailed Review<\/a>.\u201d Dr. Pathak is also currently engaged in multiple projects with county farm advisors to study the impacts of climate change on some of California\u2019s highest value crops and to support growers in making strategic decisions and long-term investments.<\/p>\n

In his testimony, Dr. Pathak described the types of adaptation tools needed and offered two examples of tools that have been developed for other regions of the US:<\/p>\n

\u201cThere is a clear and immediate need for developing locally relevant, crop specific, agro-climate decision support tools and dissemination processes designed to give a competitive edge in increasing productivity and reducing risks associated with climate variability and change. This type of effort has been quite successful in the Southeastern US with Agroclimate.org<\/a> and in the Central US with agclimate4u.org<\/a>. To the best of my knowledge, nothing similar to this exists in California.\u201d<\/p><\/blockquote>\n

Dr. Pathak also highlighted the importance of collaborating with farmers, ranchers, and other ag stakeholders in the development of decision-support tools, as well as providing them with adequate training to use the tools:<\/p>\n

\u201cSimply developing these tools is not enough. It is important to involve agricultural clientele from the beginning of the process of tool development to ensure viability and increased usability of those tools. Additionally, efforts should be made to provide trainings on using these tools to make both short and long-term strategic decisions to either manage in adverse conditions or to take advantage of more favorable conditions.\u201d<\/p><\/blockquote>\n

With its passage out of the Natural Resources Committee, AB 409 now heads to the Assembly Appropriations Committee. We will post updates on our blog about the bill\u2019s progress.<\/p>\n
