Alexandria Ocasio-Cortez and Sen. Edward J. Markey, is bringing back a focus on climate change policy at the federal level and inspiring action here in California. We wanted to take a look at the resolution to understand its framework for climate change and agriculture issues and see how this new effort to embolden Congressional action on climate change may impact our work here in California. \u00a0<\/span><\/p>\n<p><span style=\"text-decoration: underline;\"><strong><i>What is the Green New Deal?<\/i><\/strong><\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Green New Deal (GND) is a Congressional <\/span><a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-resolution\/109\/text\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">resolution<\/span><\/a><span style=\"font-weight: 400;\"> put forth by Democrats that calls for fully decarbonizing our economy while creating millions of jobs and addressing the needs of communities most immediately impacted by the effects of climate change. The resolution follows the Intergovernmental Panel on Climate Change\u2019s (IPCC) 2018 <\/span><a href=\"https:\/\/www.ipcc.ch\/sr15\/chapter\/summary-for-policy-makers\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">report<\/span><\/a><span style=\"font-weight: 400;\"> that predicts a 1.5 degrees Celsius increase in global temperatures between 2030 and 2052, with serious consequences for agriculture, which is responsible for <\/span><a href=\"https:\/\/www.epa.gov\/ghgemissions\/sources-greenhouse-gas-emissions\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">9%<\/span><\/a><span style=\"font-weight: 400;\"> of our national GHG emissions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Representative Alexandria Ocasio-Cortez and Senator Edward J. Markey, who co-authored the Green New Deal resolution, are calling for swift and decisive action to better address the immediate impacts of such a rise in global temperatures. The call for action is supported by groups such as the <\/span><a href=\"https:\/\/www.sunrisemovement.org\/about\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Sunrise Movement<\/span><\/a><span style=\"font-weight: 400;\">, a youth-led organization that points out that the current fossil-fuel intensive economy imperils the future of young people globally. Among the principal objectives of the GND is to reduce human-generated GHG emissions by 40%-60% from 2010 levels by 2030 and to obtain net-zero emissions by 2050, meanwhile stimulating the green economy and employing millions of people. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The GND outlines the following for climate and agriculture:<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">(G) working collaboratively with farmers and ranchers in the United States to remove pollution and greenhouse gas emissions from the agricultural sector as much as is technologically feasible, including\u2014<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(i) by supporting family farming;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(ii) by investing in sustainable farming and land use practices that increase soil health; and<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(iii) by building a more sustainable food system that ensures universal access to healthy food<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">In response to the GND, Senator Dianne Feinstein introduced her own <\/span><a href=\"https:\/\/www.feinstein.senate.gov\/public\/_cache\/files\/b\/5\/b54a564f-f750-48b4-99fe-3608d626a1bc\/19EB91A5CF1C8211EF585179F7BB0E73.2019.02.22-climate-change-resolution.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Climate Change Resolution<\/span><\/a><span style=\"font-weight: 400;\">. Feinstein\u2019s resolution contains agriculture and its potential mitigation practices generally, pledging to maximize \u201cthe removal of greenhouse gasses from the atmosphere through improved agricultural soil management\u201d and to focus on \u201celiminating all avoidable emissions\u201d produced by anaerobic digestion. However, the resolution falls far short of the scale and depth of action necessary to address the need to reverse course on increasing emissions within the next decade. <\/span><\/p>\n<p><span style=\"text-decoration: underline;\"><strong><i>CA Green New Deal<\/i><\/strong><\/span><\/p>\n<p><span style=\"font-weight: 400;\">California state legislators recently introduced their own Green New Deal\u00a0<\/span><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=201920200AJR7&amp;search_keywords=adaptation+\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Resolution<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=201920200AB1276&amp;search_keywords=green+new+deal\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Bill<\/span><\/a><span style=\"font-weight: 400;\"> in the state capitol. <\/span><span style=\"font-weight: 400;\">In just the past few years, California has experienced unprecedented droughts, wildfires, and heat waves, which climate scientists say have been exacerbated by and are likely to continue worsening under climate change. <\/span><span style=\"font-weight: 400;\">\u201c<\/span><span style=\"font-weight: 400;\">In California, we know business as usual won\u2019t stop climate change. The science is clear: unless we take immediate and bold action, the safe and clean future we envision for our children and grandchildren will not exist,\u201d says Assemblymember Todd Gloria, the author of the California GND resolution. Similarly, Assemblymember Rob Bonta, who is authoring the California GND Bill, called broadly for a \u201cmassive investment in the drawdown of greenhouse gasses,\u201d leaving the door open for more specific plans to realize this goal. <\/span><\/p>\n<p><span style=\"text-decoration: underline;\"><strong><i>What\u2019s Next?<\/i><\/strong><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Questions hover as legislators behind the GND work to create policies that respond proportionally to the sweeping threats outlined in the IPCC\u2019s reporting, yet remain feasible enough to garner political support. Many advocates for the GND are pushing for a total overhaul of our economy, claiming like <\/span><a href=\"https:\/\/foe.org\/green-new-deal-save-people-planet\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Nicole Ghio<\/span><\/a><span style=\"font-weight: 400;\"> does, that \u201cthere is no room for half-solutions of the past.\u201d Part of this strategy is laid out by <\/span><a href=\"https:\/\/newconsensus.com\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">New Consensus<\/span><\/a><span style=\"font-weight: 400;\">, a network of activists and analysts busy giving voice to the new worldview behind the GND, \u201cThe obstacles to getting [to a better future] are political, not technical.\u201d The GND calls on the government to not only create policies but goals that comprehend the existential threat we face in the form of climate change.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some versions of the GND, like that presented by <\/span><a href=\"https:\/\/www.dataforprogress.org\/green-new-deal\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Data for Progress<\/span><\/a><span style=\"font-weight: 400;\">, include agriculture-related emissions and potential mitigation practices, calling more specifically for 50% methane capture by 2040 and the expansion of sustainable farming and soil practices by 30% by 2030. Fred Lutzi and Robert Jensen call for redefining the current <\/span><a href=\"https:\/\/www.resilience.org\/stories\/2019-02-13\/growing-a-green-new-deal-agricultures-role-in-economic-justice-and-ecological-sustainability\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">\u201ceyes-to-acre ratio\u201d<\/span><\/a><span style=\"font-weight: 400;\"> standards in industrial farming. Encouraging smaller, diversified farms with more farmers working per acre through economic incentives and market-demand is an important step toward reaching the sustainable farming and soil practices outlined in the resolution. Part of this shift would require a deeper look into the <\/span><a href=\"https:\/\/data.ers.usda.gov\/reports.aspx?ID=17833#P66538ee3f5724ed2856793ed4a262d41_2_118iT0R0x0\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">$13 billion<\/span><\/a><span style=\"font-weight: 400;\"> currently spent in crop subsidies and farm insurance, which encourages the continued dependence on unsustainable farming practices. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">As an industry, agriculture is uniquely positioned to respond to the humanitarian and environmental threats outlined in the IPCC report and should be part of any GND proposal. California, which has led the way in agricultural climate policy, has examples to offer the nation for how investments in our farmers and ranchers can go a long way in reducing our GHG emissions.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>Top photo credit: Sunrise Movement outside Rep.
