CalCAN is a member of the Red Nacional de Pol\u00edtica de Suelos Saludables<\/a>, a group of farmer-centered organizations working on healthy soils policy campaigns, including several mentioned in this article.<\/em><\/p>\n

It\u2019s still winter in\u00a0the U.S., but that\u2019s not stopping states from\u00a0looking into\u00a0how the soil beneath the snow can respond to climate change.\u00a0Massachusetts,\u00a0New Mexico\u00a0and\u00a0Nebraska are following the lead set by states like California<\/a>, Hawai<\/a> y Maryland<\/a>\u00a0in considering legislation that promotes soil health practices designed to both adapt to and mitigate climate change.<\/p>\n

The\u00a0state-level\u00a0soil health\u00a0bills\u00a0follow what is fast becoming consensus\u00a0in both the scientific and farming communities<\/a>:\u00a0 Improvements in soil health help farmers\u00a0adapt to climate change, reduce\u00a0emissions\u00a0and potentially sequester carbon.\u00a0Strategies\u00a0like the use of cover crops,\u00a0diverse\u00a0crop rotations,\u00a0perennials,\u00a0agroforestry,\u00a0rotational grazing and low or no-till\u00a0to improve soil health\u00a0are actively\u00a0promoted by the USDA\u2019s\u00a0Natural Resource Conservation Service<\/a>\u00a0(NRCS),\u00a0recommended\u00a0in\u00a0the USDA\u2019s\u00a0climate adaptation resources<\/a>, and\u00a0cited\u00a0in the most recent\u00a0National Climate Assessment<\/a>.<\/p>\n

MASSACHUSETTS\u00a0<\/strong><\/p>\n

In\u00a0Massachusetts,\u00a0farmers suffered an estimated $14 million in crop damage due to a severe drought in 2016.\u00a0The\u00a0recently introduced\u00a0Massachusetts Healthy Soils Bill<\/a>\u00a0explicitly supports\u00a0efforts to sequester carbon through better agricultural practices. Supporters of the bill, like\u00a0the\u00a0Northeast Organic Farming Association\/Massachusetts<\/a>\u00a0(NOFA\/Mass), highlight the\u00a0multiple benefits for the state<\/a>\u00a0including\u00a0carbon storage; water-retention capacity; drought, flood and heat resilience; reduced soil erosion and fertilizer use; and increased farm profitability.<\/p>\n

\u201cA Healthy Soils Program,\u00a0if\u00a0properly funded, will provide incentives, including loans, grants, research, technical assistance, and educational material on healthy soils practices for farmers, helping them increase their drought tolerance, soil fertility and farm productivity,\u201d said\u00a0Marty\u00a0Dagoberto\u00a0of NOFA\/Mass.<\/p>\n

The bill establishes\u00a0a Soil Health Program within the state\u2019s Commission for Conservation of Soil, Water and Related Resources, which\u00a0would\u00a0provide incentives\u2014such as\u00a0loans, grants, research, technical assistance, and educational materials\u2014supporting\u00a0healthy\u00a0soils practices.\u00a0The bill would also require the inclusion of an expert on\u00a0healthy\u00a0soil\u00a0practices on the Massachusetts Food Policy Council.\u00a0In addition to NOFA\/Mass, the bill has the backing of the New England Farmers Union, American Farmland Trust,\u00a0the Massachusetts Farm Bureau\u00a0and Soil 4 Climate.<\/p>\n

NEW MEXICO\u00a0<\/strong><\/p>\n

En\u00a0New Mexico\u00a0Healthy Soil Act<\/a>\u00a0is grounded in similar principles, but within a very different agricultural and\u00a0geographic context, particularly related to water.\u00a0A\u00a0backgrounder\u00a0by supporters<\/a>\u00a0emphasizes how investments in soil health produce\u00a0\u201cimproved watersheds and water quality, improved water retention and reduced soil erosion, increased resilience to extreme weather events and drought, greater economic viability of farms and ranches, enhanced wildlife and pollinator habitat, sequestration of atmospheric carbon, and overall healthier communities.\u201d<\/p>\n

The bill would establish a Healthy Soil program within the New Mexico Department of Agriculture, with support and guidance from the state\u2019s\u00a0Soil and Water Conservation Commission, and a Healthy Soil Advisory Group\u00a0comprised of farmers, scientists and soil health experts.\u00a0The\u00a0voluntary program would\u00a0offer support to farmers, ranchers, tribes\u00a0and other essential land managers in the form of grants, research, infrastructure, technical assistance, educational resources\u00a0and on-farm workshops.\u00a0Initiatives\u00a0under the program would include\u00a0voluntary soil health measurements;\u00a0a statewide network of Soil Health Champions;\u00a0and\u00a0research and case studies on managing working lands for soil health.<\/p>\n

The bill has the support of more than 90\u00a0organizations and farms, according to Robb\u00a0Hirsch of the New Mexico\u00a0Healthy Soil Working Group.\u00a0He hopes the program can leverage\u00a0soil health\u00a0resources\u00a0at the under-resourced\u00a0NRCS\u00a0that were included in\u00a0the recently passed\u00a0Farm Bill.<\/p>\n

\u201cSoil health\u00a0is a keystone solution to so many of the challenges we\u2019re facing that\u00a0people\u00a0will hopefully gravitate\u00a0to\u00a0support\u00a0the bill, and\u00a0uplift farmers,\u00a0ranchers and landowners,\u201d said Hirsch.\u00a0\u201cThis is a great opportunity\u00a0to lower emissions and sequester carbon in the soil. It\u2019s a win-win on so many levels.\u201d<\/p>\n

In January,\u00a0New Mexico joined the U.S. Climate Alliance<\/a>, a group of now\u00a020\u00a0states\u00a0that have pledged to\u00a0reduce\u00a0greenhouse gas\u00a0(GHG)\u00a0emissions\u00a026-28 percent below 2005 levels by 2025\u00a0to\u00a0meet the global Paris\u00a0Climate\u00a0Agreement goals.\u00a0Michelle Lujan Grisham,\u00a0New Mexico\u2019s new Governor,\u00a0has\u00a0launched a Climate Task Force to present the state with a plan\u00a0by\u00a0September on how\u00a0to\u00a0reduce emissions by 45 percent (from 2005 levels) by\u00a02030.\u00a0That task force is primarily focused on energy, oil and gas extraction\u00a0and transportation emissions, though could include land use as well.<\/p>\n

NEBRASKA\u00a0<\/strong><\/p>\n

In Nebraska, a\u00a0proposed\u00a0bill would establish a\u00a0Soil Health Task Force<\/a>. The bill emphasizes Nebraska\u2019s role as a major agricultural\u00a0state because of its fertile soil, and that improving\u00a0soil health is critical to the future of farming there, both economically and\u00a0environmentally. The bill states that planning and coordination around conservation practices and strategies is critical to increase water holding capacity to withstand drought, build resilience, store carbon and reduce GHGs.<\/p>\n

The Task Force would include representatives from the state Department of Agriculture, farmers, agribusiness,\u00a0natural resource districts, academics and an environmental group.\u00a0The Task Force will develop a comprehensive soil health\u00a0initiative\u00a0for the state\u2014including a\u00a0five-year\u00a0action plan with goals, a timeline and budget.\u00a0The plan will cover technical assistance and education for farmers, options for financial incentives for farmers\u00a0and the contribution of livestock for soil health.\u00a0According to the\u00a0Center for Rural Affairs<\/a>, the Task Force has the support of\u00a0a number of\u00a0Nebraska farm groups, including\u00a0the\u00a0Nebraska Farmers Union, Nebraska\u00a0cattlemen,\u00a0corn\u00a0and\u00a0soybean\u00a0growers,\u00a0in addition to\u00a0the Nebraska Recycling Council and the Nebraska Food Council.<\/p>\n

\u201cBy working to establish and implement practices that improve and manage soil health, agricultural producers have the opportunity to improve near-term productivity and profitability, while also producing long-term environmental benefits,\u201d\u00a0the Center for Rural Affairs\u2019 Jordan Rasmussen\u00a0testified in support of the bill.<\/p>\n

Nebraska also is considering\u00a0the\u00a0Soil Health and Productivity Incentives Act<\/a>, which would provide payments to farmers to plant cover crops.\u00a0The bill sets up a program designed to improve soil health and productivity, incentivize cover crop plantings,\u00a0increase farmer yields and profitability,\u00a0and improve degraded waterways.\u00a0The bill would pay farmers $20 an acre for a single-species cover crop, and $45 an acre for a multi-species cover crop.<\/p>\n

OTHER STATES\u00a0<\/strong><\/p>\n

A number of\u00a0other states are also exploring\u00a0new approaches to support\u00a0soil health.\u00a0An\u00a0Iowa bill<\/a>\u00a0would\u00a0launch a soil health monitoring system to help researchers and farmers.\u00a0New York\u00a0Governor\u00a0Andrew Cuomo\u00a0has called for\u00a0a\u00a0doubling\u00a0of\u00a0funding for the state\u2019s innovative\u00a0Climate Resilient Farming Program,<\/a>\u00a0which includes a focus on soil health.<\/p>\n

These new state bills, coming from different regions of the country with very different farming systems, show how\u00a0innovative policies with\u00a0an emphasis on soil health\u00a0are\u00a0bringing together diverse constituencies in agriculture, and\u00a0are\u00a0part of the leading edge of state-level policy responses to climate change.<\/p>\n
