{"id":97,"date":"2018-09-10T19:20:22","date_gmt":"2018-09-10T19:20:22","guid":{"rendered":"https:\/\/calcanstaging.kinsta.cloud\/?page_id=97"},"modified":"2025-09-16T22:24:16","modified_gmt":"2025-09-17T05:24:16","slug":"onfarmresilience","status":"publish","type":"page","link":"https:\/\/calclimateag.org\/es\/solutions\/onfarmresilience\/","title":{"rendered":"On-Farm Resilience"},"content":{"rendered":"<h2><span style=\"font-weight: 400;\">Farmers and ranchers grapple with the effects of climate change in their daily lives. <\/span><\/h2>\n<p><span style=\"font-weight: 400;\">A growing body of research points to significantly tougher challenges ahead, including:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">More frequent and extreme droughts and floods<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Unpredictable weather patterns<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Shifting diseases and pest and weed populations<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Decreased winter chill hours <\/span><\/li>\n<li><span style=\"font-weight: 400;\">Increased heat stress on farmworkers and livestock<\/span><\/li>\n<\/ul>\n<h2>On-Farm Resilience<\/h2>\n<p><span style=\"font-weight: 400;\">But farmers and ranchers are adaptive and resilient people. Given the appropriate information, tools and technical and financial support, they will find ways to adapt and become more resilient. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Many of the agricultural management practices that reduce greenhouse gas emissions also improve agricultural resilience. For example:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Improving irrigation efficiency reduces energy use and nitrous oxide emissions \u00a0<\/span><i><span style=\"font-weight: 400;\">y<\/span><\/i><span style=\"font-weight: 400;\"> reduces irrigation costs during water shortages.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Increasing soil organic carbon sequesters atmospheric carbon <\/span><i><span style=\"font-weight: 400;\">y <\/span><\/i><span style=\"font-weight: 400;\">increases the water infiltration and water-holding capacity of soils.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Preserving farmland prevents sprawling development <\/span><i><span style=\"font-weight: 400;\">y<\/span><\/i><span style=\"font-weight: 400;\"> reduces flood risk for nearby cities.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Composting dairy manure reduces methane emissions <\/span><i><span style=\"font-weight: 400;\">y<\/span><\/i><span style=\"font-weight: 400;\">, when applied in agriculture, increases plants\u2019 productivity and disease resistance.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The state of California has conducted considerable <a href=\"https:\/\/calclimateag.org\/es\/solutions\/research-planning\/\" rel=\"noopener\">climate adaptation research, planning and information-sharing<\/a> at the statewide level.<\/span><\/p>\n<h2>Funding for Adaptation Projects<\/h2>\n<p><span style=\"font-weight: 400;\">In 2017, the legislature passed <\/span><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201720180AB398\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">AB 398<\/span><\/a><span style=\"font-weight: 400;\"> (E. Garcia) which for the first time \u00a0included climate adaptation and resiliency as an eligible funding area for Greenhouse Gas Reduction Fund (GGRF) cap-and-trade allocations. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Following the passage of AB 398, the legislature allocated the first $26 million in the FY 2017-18 budget for a new<\/span><a href=\"https:\/\/wcb.ca.gov\/Programs\/Climate-Adaptation\" target=\"_blank\" rel=\"noopener noreferrer\"> <span style=\"font-weight: 400;\">Climate Adaptation Program<\/span><\/a><span style=\"font-weight: 400;\"> administered by the Wildlife Conservation Board. <\/span><span style=\"font-weight: 400;\">CalCAN was among a coalition of natural and working lands groups that advocated for its creation.<\/span><span style=\"font-weight: 400;\"> \u00a0The program <\/span><span style=\"font-weight: 400;\">funds natural and working lands conservation easements and adaptation planning, implementation, and technical assistance projects for, farmers, ranchers and other landowners.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Proposition 68, passed by voters in June \u00a02018 included $443 million for a broad array of climate adaptation work through the Natural Resources Agency, including agricultural resiliency.<\/span><\/p>\n<h2>Legislation to Fund Adaptation Tools<\/h2>\n<p>In the Fall of 2018, CalCAN conducted an extensive listening tour with over 60 farmers and ranchers, researchers and agriculture professionals in 12 regions of the state to ask them what climate impacts on agriculture they are experiencing, how they are coping, and what resources they need to adapt and remain viable.<\/p>\n<p><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201920200AB1071\" target=\"_blank\" rel=\"noopener noreferrer\">Assembly Bill 1071<\/a>, authored by Assm. Monique L\u00edmon (D-Santa Barbara), would provide funding for pilot projects in three regions of California to develop farm-level, science-based tools to support farmers and ranchers in facing climate impacts. The bill is based in part on the feedback CalCAN received in a series of listening sessions with growers, researchers and agriculture professionals to identify what they need to increase their resilience to increasingly unpredictable, extreme weather events, pests, heat waves and drought.<\/p>\n<p>AB 1071 is a continuation of an effort by CalCAN and Assm. L\u00edmon, carried over from 2019 when we sponsored a very similar bill (AB 409) which received unanimous bipartisan support in every committee.
